Any party in power, who wants to maintain the existing regime and consolidateone’s own ruling status, will have to win higher ruling credibility. There can be noexception whatever in the political party of capitalist class or the proletariat politicalparty. Not only can the studying on the ruling credibility of CPC deepen theunderstanding of the ruling laws, enrich the party theory and broaden the researchspace of it’s, but in the case of the ruling credibility of CPC facing enormouschallenges, the studying has important practical significance to explore thecountermeasures for improving the ruling credibility of CPC and consolidate its rulingstatus.This paper starts with defining the ruling credibility to analyze the elements,mechanism of action and the importance of it’s, then analyzes and summarizes thecurrent situation and the causes of the ruling credibility of CPC combining with thepractice of China. Based on clearing the elements of the ruling credibility, this paperdiscusses the four elements one by one to analyze the shortcomings of each of itswhen building the ruling credibility of CPC. At last it gives some advice to promotethe ruling credibility of CPC.The paper is composed by introduction, body composition five chapters andconclusion.The introduction part simply explains the significance and value of this topic,sets forth the academic research situation and introduces the innovation points, keypoints, difficulty points, research ideas and research methods.The first chapter analyzes the general theory of the ruling credibility of the partyin power. Firstly, the paper puts forward the elements of the ruling credibility andelaborates mechanism of action of it’s on the basis of deeply analyzing the concept ofthe ruling credibility. Secondly, it discusses the importance of the ruling credibility,such as the ruling credibility affects social development by working on the governingperformance; the ruling credibility affects social stability by working on the governingauthority; the ruling credibility affects the ruling position by working on thegoverning legitimacy. At last it analyzes the current situation and the causes of theruling credibility of CPC.The second chapter mainly discusses that promoting the ruling credibility of CPC has to innovate governing philosophy so as to enhance the attractiveness of theideology. This chapter begins with clearing the connotation, the role and thecharacteristics of the governing philosophy, then review the historical developmentcourse of governing philosophy of CPC since China is founded: nation-orientedgoverning philosophy that focus on the nation’s stability and prosperity; people-oriented governing philosophy that focus on achieving the objective of commonprosperity; person-oriented governing philosophy that focus on all-rounddevelopment of each person. The chapter discusses that person-oriented governingphilosophy is the best interpretation now which based on three aspects: the production,connotation and the affection to the ruling credibility of person-oriented governingphilosophy. Finally the chapter presents if we want to improve the ruling credibility ofCPC, we have to innovate governing philosophy so as to enhance the attractiveness, itspecifically addressed the necessity, the principles and the basic requirements ofinnovating governing philosophy in practice.The third chapter mainly analyzes that promoting the ruling credibility of CPCmust improve the governing style to regulate the public power. This chapter firstdefines the connotation of governing style and makes different from the style ofleadership. Secondly it combs governing style of CPC which include three periods:the regional governing period; the period which from the founding of the nation to thereform and opening up; the period which after reform and opening up, then it analyzessome problems that have existed in today’s governing style which has weakened theruling credibility of CPC and analyzes the reason why it has existed these problems.Finally it discusses some approaches of improving the governing style to promote theruling credibility of CPC: gradually expanding the election to enhance the governinglegitimacy in the way that the public power is awarded; expanding democracy torealize the democratic rights in the way that the public power is operated; improvingthe legal system and regulating the governing behavior in tools that the public poweris operated; strengthen to supervise and to regulate to prevent the public power fromalienating in operating norms of the public power.The fourth chapter mainly elaborates that promoting the ruling credibility of CPCneed to improve the governing performance so as to win the trust by carrying out thepromise to people. This chapter clarifies the connotation, the main content, evaluatingprinciples and evaluating subject of the governing performance. It discusses the shortcomings of the current governing performance have influenced the rulingcredibility of CPC: unbalanced development leads to mental imbalances of the masses;social injustice deepened the public discontent; the high ruling costs are consumingthe limited ruling resources; the increasing unharmonious factors in society haveworsened the ruling environment. At last it comes up with ways to improve thegoverning performance to enhance the ruling credibility of CPC: establishing thecorrect view of political achievements; improving the governing ability andpromoting maximizing the governing yield; enhancing the cost conscious andreducing the ruling cost; establishing scientific evaluation mechanism of thegoverning performance.The fifth chapter mainly explains that promoting the ruling credibility of CPCmust improve the image of the cadres in order to call people by good qualities. Thischapter expounds the connotation of the good image of the cadres, discusses thebuilding practice of the image of the cadres during the regional governing period andsums up the experience. After analyzing the performance and the reasons of the badimage of the cadres today, it focuses on presenting some countermeasures to improvethe image of the cadres to promote the ruling credibility of CPC: regulating thecadres’ behavior by the role orientation which is “learning-oriented, service-orientedand innovation-focused”party in power; to strengthen the cadre’s training throughoutthe whole process of the selection, the cultivation and the use; making great efforts tobuild grass-root party organizations to play a role as "window"; making good use ofnew media to show people good image of leadership; perfecting system is theguarantee of improving the image of the cadres.
