Study On The Establishment Of Goal Evaluation System For Rural Revitalization In China

From ancient to modern times,the prosperity of the people makes the country secure and prosperous.Rural revitalization is a vision of rural development closely linked with the basic rights of farmers.It is based on the history and reality of rural construction in New China and based on the commanding heights of future rural development as a cross-reference of the ideal goal of cohesion.It expresses the long-cherished wish and yearning for a better life of hundreds of millions of farmers in the past hundred years.Since the founding of New China,the rural areas of China have undergone a policy evolution from land reform to the implementation of the strategy of rural revitalization.The theme of each era has brought tremendous and profound changes to the rural areas.The land reform and the household contract responsibility system have had a tremendous impact on the countryside,which has completely changed the original production relations and social structure of the countryside;agricultural cooperation and the people's Commune have endowed the connotation of the rural socialist system;and the construction of new socialist countryside has established material foundation for the implementation of the strategy of rural revitalization.And the strategy of Rural Revitalization is to develop and surpass the construction of a new socialist countryside in an all-round way.In reality it concerns the phenomenon of rural decline in the process of modernization,and its starting point and foothold are to meet the needs of farmers for a better life.Based on the clear and definite orientation of the goal of rural revitalization,the objective evaluation of Rural Revitalization mainly answers the question whether rural revitalization is achieved and how the effect is achieved.To answer this question,the target evaluation index system of rural revitalization should be constructed,which is the basis of Evaluating Rural Revitalization scientifically.Through using certain evaluation methods,quantify the goal of Rural Revitalization,and then analyze the gap between the actual level of rural development and rural revitalization horizontally and vertically,making rural revitalization is predictable.At present,the study of Rural Revitalization evaluation is still in the initial stage,and there are still a series of problems that need us to do in-depth exploratory research.According to the"three-step" plan of Rural Revitalization proposed by the central government,it shows that rural revitalization has obvious characteristics of stages and dynamics,and it coincides with the goal of national modernization.If take the middle century as a node,we can divide the realization of Rural Revitalization into three stages.From now to 2020-2035-2050,through evaluating the achievement of Rural Revitalization in each stage,we can clearly describe the track of action in the process of Rural Revitalization and correct the deviation of target direction in the process of realization.This dissertation is structured into 5 chapters.The introduction had set out the research basis,purpose,significance,subject,route and methods of this dissertation,have combed the relevant literature related to rural revitalization,the three rural issues,and rural development evaluation in detail,and puts forward the anticipated goals for its own research.The first chapter had defined several important concepts involved in this dissertation,combed the ideological sources of Rural Revitalization,defined the objectives of implementing the Rural Revitalization strategy,and thus constituted the logical starting point of the target evaluation of Rural Revitalization in this dissertation.The second Chapter had made a theoretical analysis about Rural Revitalization,constructed a theoretical model of Rural Revitalization evaluation,and evaluated Rural Revitalization from the goal dimension and value dimension respectively.It was believed that the implementation of the strategy of Rural Revitalization has unambiguous value appeals,which should meet the famers' needs for a better life,meet the needs of agricultural and rural modernization and the balanced development between urban and rural areas.Such value appeals ran through the whole text and constituted the value standard of the target evaluation of Rural Revitalization.The third chapter had constructed the target evaluation index system of Rural Revitalization,from five aspects of "industrial prosperity,ecological livability,rural culture,effective governance and prosperity of life' and three historical nodes of 2020,2035 and 2050.The fourth chapter had mainly made the examination and case analysis of evaluation index system.evaluated the level of Rural Revitalization From the national and regional levels respectively.Through the concrete case analysis,this dissertation had compared and evaluated the present gap between the actual level of rural development and Rural Revitalization,which further verified the imbalance of rural development in China and the practical problems in the process of the development of the villages in the case.In the fifth chapter,aiming at the problems in the case villages mentioned above,some countermeasures and suggestions had been put forward on how to realize the goal of Rural Revitalization.Finally,the author had proposed the research conclusion of this dissertation and the problems to be further studied,which is the reflection and summary of this dissertation.
