Study Onthe Construction And Application Of Performance Evaluation Index System Of Grass-roots Government Under The Background Of Rural Revitalization

China’s rapid economic development,especially after the twenty-first century,while gradually realizing the improvement of the living standards of the masses,their expectations for a better life are also becoming stronger and stronger.In the early stage,the focus of China’s development was in the city,and urbanization gradually matured after the implementation of relevant policies.However,it cannot be ignored that China is still a big agricultural country,there are still about 400 million rural population,and the huge rural population base cannot be ignored,which makes the modernization of our country must realize the premise of rural revitalization.The rural revitalization strategy is proposed,aiming to activate the potential of rural development and enhance the attractiveness of rural areas through relevant policies,while sustainable planning to build rural development in the new era and scientifically promote rural construction in the new era.Based on the background of rural revitalization,starting with the construction and application of C town’s government performance evaluation index system,the paper studies the construction and application of grass-roots government performance evaluation index system under the background of rural revitalization,this makes it theoretically and practically significant to construct and apply the performance evaluation index system of grass-roots government from the perspective of government affairs.The research mainly studies the construction and application of the performance evaluation index system of the grass-roots government,combined with the background environment of rural revitalization,through the review and analysis of relevant literature at home and abroad,summarizes some shortcomings in the performance evaluation of the current domestic grass-roots governments,and draws the necessity of using the performance evaluation index system.Then,under the basic principles of system construction,from the four dimensions of administrative performance,administrative cost,internal management and service effect,31 performance evaluation indicators were designed for the grass-roots government,and the weight of each indicator was confirmed by field research and quantitative and qualitative analysis,and finally the feasibility of the index system was verified according to the relevant data of the C town government in the past four years,and the relevant measures for improving the performance evaluation index of the C town government were proposed.The thesis research has certain reference and reference value for the improvement of the work level of grass-roots governments under the background of rural revitalization.The research shows that:(1)Drawing on the background of rural revitalization,adjusting personality indicators,emphasizing agriculture-related indicators,designing a performance evaluation index system for grass-roots governments and performing performance evaluation is very important;(2)From the dimensions of administrative performance,administrative costs,internal management,and service effects,the performance evaluation of grass-roots governments is reasonable and targeted;(3)After the performance evaluation of Town C,problems can be found according to the content of low score indicators,and targeted relevant measures can effectively improve the administrative capacity of grass-roots governments.
