Values are the core of cultural soft power and the hardest soft power in the international competition of comprehensive national strength.International communication of values is the foundation for the formation and improvement of cultural soft power.Therefore,to improve the national cultural soft power,it is necessary to promote the contemporary Chinese values to the world.The international communication of contemporary Chinese values is a major theoretical and practical question.The theoretical study is the basis for effectively promoting the international communication of contemporary Chinese values in practice.Any international communication of values is the social practice of a certain subject,and the subject is the core clue to understand the international communication of values.Therefore,we should seize this clue and conduct a further research on the subject of the international communication of contemporary Chinese values.This research criticizes and borrows the existing research results,understand international communication of values as a social practice activities,take contemporary China as an example,choose the subject as core a clue,apply Marxism dialectical materialism and the method literature research,process research,historical research,and case study to answer the question——“what are the subjects of the international communication of contemporary China values,and how to strengthen them?” To achieve this goal,this research tries to build a new analysis framework of the subject of international communication of values.Specifically speaking,this research divides international communication of values into some key links,such as the decision of communication content,the implementation of communication behavior,the assessment of communication effect,and asks many detailed questions——“who decides content?”,“who implements behavior?” and “who assesses effect?” From these three questions,this research deduces “the decision-making subject”,“the implementing subject”,and “the assessment subject”,which establish a new analysis framework of the subject of the international communication of contemporary China values.Based on the comprehensive analysis,the subjects of the international communication of contemporary Chinese values show the characteristics of diversity,difference,hierarchy,interweaving,systematicness and plasticity.To answer the question of “who decides the content?”,we have to research the decision-making subject,for the reason that there are many values in contemporary Chinese society,and we can't communicate audiences with all of them directly,which means “the decision-making subject” should select the essence and consensus of values from the “original values”,and respond to the expectations of the international audiences.In other words,the essence and consensus of values are the real content of international communication of contemporary Chinese values.This work is done by philosophical and social scientists,the central decision-making institution of Communist Party of China(CPC)and the top leaders of the party and the country.In this link,the CPC comes out as the decision-making subject,provides guidance for the international communication of contemporary Chinese values,sets the bottom line for the international communication of contemporary Chinese values,and confirms the plan for the international communication of contemporary Chinese values.To answer the question of “who implements behavior?”,we have to research the implementation subject,for the reason that contemporary Chinese values will not enter the mind and heart of the international audiences automatically,which means “the implementing subject” should take some communication behaviors.According to the analysis of ideal type,“the implementing subject” will form a system by the professional subject,“disintermediation subject”,individual subject,group subject,organization subject,political subject,economic subject,social subject,international friends,oversea media and international organization.In this link,the CPC comes out as the “the implementing subject”,takes the lead to become the practitioner of contemporary Chinese values,carry out values dialogue with parties around the world,and correct the deviations,anomies and mistakes of various subjects.To answer the question of “who assesses effect?”,we have to research “the assessment subject”,for the reason that the end of the communication behavior does not mean the end of the communication activity,which means “the assessment subject” should test whether and how much the objective result conforms to the expected effect of the subject.It is the subject rather than the audience that has the ultimate power to assess the communication effect.So,in the ultimate sense,the Chinese people who have the final power to assess the effect of international communication of contemporary Chinese values.From the perspective of operation,“the assessment subject” mainly is constituted by strategic subject,think-tank subject and practical subject,which is also a system.In this link,the CPC comes out as “the assessment subject”,sets the basic principles for assessing the international communication effect of contemporary Chinese values,sets the standards for leading the assessment of the international communication effect of contemporary Chinese values,and ensures the objective and fair evaluation of the international communication effect of contemporary Chinese values.To effectively promote the international communication of contemporary Chinese values,it is must cultivate effective subjects.That making clear the basic status of the current subject is an important premise to cultivate effective subjects.Since the 18th CPC,the subjects have made hard-won achievements in both theory and practice.But the main shortcomings which lack of deep understanding of value,lack of selfawareness of communication,unbalanced overall structure and lack of exchanges and cooperation can't be ignored.How to cultivate effective subjects? There are same basic principles should be insisted,such as the political right,consciousness consciously,overall coordination and so on.We should build a stronger and more powerful CPC,raise the awareness and enhance the ability of subjects of international communication,optimize the main structure of all subjects,and build effective mechanism of exchange and cooperation between subjects.
