The Evolution Of The Five Eyes Intelligence Cooperation And Strategies For Cyber Security Policies Of China

Cyber security issues emerge as the Internet expand to the whole world.Any individuals and organizations are facing cyber security issues,but the precise meanings of their cyber security are different.At the national level,the government responds to the cybersecurity issues by cybersecurity policies.Different countries have carried out different cybersecurity policies.This dissertation focuses on the cybersecurity policies conflicts of the Five Eyes countries and China.Relevant studies have noticed the new trends in cybersecurity policies of many countries after the Snowden's Leaks.There are two analytical variables here:The Five Eyes's evolvement and the global cyber security situation.Focusing on these two variables,this article introduces three questions:(1)How do the Five-Eye countries implement strategic transformation towards national cybersecurity?(2)What impact does the Five Eyes strategic transformation have on global cybersecurity?(3)How will the conflicts of cyber security policies between China and the United States evolve?This dissertation firstly establishes a framework for analyzing the intelligence system and cyber security system,and combines the intelligence capability with national cyber security.Then,it describes the evolution of the Five Eyes mechanism and the changes of the member states's cyber security strategies.These materials are used to explain the significant implications of intelligence to cyber security policies.Based on these facts,the theoretical analysis framework is used to explore how the Five Eyes organization adapt to the strategic needs of cyber security through intelligence mechanism reforming,and analyze its impact on international relations.Finally,the dissertation focuses on the cases of cybersecurity conflicts between China and the United States,to discuss the differences in cybersecurity policies between the two countries,and proposes appropriate response strategies for China.Cyber security has become a hot topic in international relations studies in recent years,and related research mainly focused on global governance,international regimes and strategic stability.Whereas this dissertation regards the Five Eyes intelligence cooperation as the starting point to explore the US cyber security policies and demonstrate the relationship between cyber threat intelligence and cyber deterrence strategies.It provides some theoretical contributions to the studies of global cyber security issues,and also provides references for China's cyber security policies making and engaging in global cyberspace governance.
