Recently the United States behavior in cyberspace become more and more frequently, cyber policies introduced gradually update, the construction of network forces turn to speed up, network resources had put into the increase constructio. All of these actions reflect the U.S. Intent, they want to enhance the appeals of the control network space and cyber warfare capabilities. The massive operation in the field of cyber security and cyber warfare made other countries doubted their purpose in cyberspace sovereignty security, as one of the world network power, China should be more vigilant about it.This article will focus in the United States cyberwarfare policy analysis, reference a large number of the United States government and military of cyber public policy documents, combined with the U.S. cyber warfare of multiple time points is discussed. For specific research on America’s cyberwarfare policy, there are six sections in this paper, besides introduction and conclusion, the article is divided into four chapters: Chapter 1 defines the concept of the cyber warfare, and it different between cyber warfare and information warfare, network security, at the same time, this paper expounds the development course and the purpose of U.S. cyber-warfare, put forward to proceed is an inevitable trend in the United States; Chapter 2 lists the U.S. cyber-warfare relevant implementing agencies, including government agencies, military strategic forces and private organizations, and to clarify their cyber warfare in the United States this fight between each other in the field of cooperation as well as the subordinate relations; Chapter 3 firstly briefly three big functions, network deterrence, network attack and network defense.
