A Study Into The Cultivation Of Political Emotion In China At The Grassroots Level

Understanding China's grassroots governance calls for exploring political culture.This thesis focuses on the political emotions cultivation at the grassroots level.This is able to discuss the endogenous culture and psychology of governance.Moreover,this endeavor can also summarize the experiences and skills of grassroots governance.This essay targets the following questions: What are the structural background and conditions of political emotion construction in China at the grassroots level.How can it be practised,what kind of features can it be reflected? What are the functions of political emotion construction to governance structures? What are the pros and cons? How can we make it better in future? Domestic and foreign researches lack concentrated attention,and they seldom explored the process of micro procedures of political emotion cultivation and the structural conditions of political emotion cultivation from the perspective of political psychology.This paper mainly uses field work and case expansion method,combined with theoretical analysis and systematic analysis to explore these issues.Emotional phenomenon has physiological basis.Human brain and neural structure make emotions not only be able to directly induce action,but also combine themselves with rational judgments to function.Emotion has distinctive features from political and social construction.Political factors affect its content,expression and other aspects.Political emotion is the subjective feelings and affects of the specific subject,this contains the content of political information and has the tendency of political practice on the basis of the perception of political phenomenon.The cultivation of political emotion at the grassroots level mainly refers to grassroots cadres actions of shaping the positive emotional status of people towards governance system by adopting reasonable approaches.Political culture,political socialization theory and the theory of the relationship between state and society are the main theoretical bases of this paper.In terms of framework,the full text is carried out from the perspective of interaction between "structure" and "process",which means that the political structure of grassroots governance shapes the form of specific mechanism for political emotion cultivation,which in turn develops the relevant structure of grassroots governance.In the grassroots-level governance of China,the most important political structure is the relationship of “Party-Government-Society”.This consists of three specific aspects in the following: First of all,it is the relationship with Chinese characteristics between government and the society,it makes the government properly intervene into the societal field,expanding the chances for emotional interaction and accelerating its frequency with the relation between government and social members;The second one is the hierarchical diverging mode within government officials as well as the inner-government management patterns it reflected,This makes grassroots officials and cadres have the features of "Li" inherited from ancient times,thus making themselves be integrated into people's network and share the psychological status of the people.Also,this pattern lets political emotion cultivation be able to realize flexibility and good order at the same time.The third one is regional party construction at the grassroots level,which makes the party organization become the core leader for the cultivation of political emotion and makes this cultivation integrated into the thought leadership of the party.The above three conditions constitutes casual and conditional relations towards the cultivation of political emotion in China at the grassroots level.Under the political structure mentioned above,based on the field work and other related cases,it can be found that the construction process of basic-level political emotion in China can be divided into three stages of “Generation-Dissemination-Deepening”.As for the generation part,what is reflected from the practice are moral exhibition,benefits exchange and atmosphere building as the generating mechanisms.Then the positivepolitical emotion can be disseminated through media and internet,grassroots-level familial group.The spread can also be achieved by relying on the actively behaviors from the grassroots-level party members.The deepening of political emotion means that it can combine both cognition and reason and become a stable orientation,which can be realized by the cadres' positive guidance with rational components and the integration to daily lives.These mechanisms described a panoramic view of China's political emotions cultivation and displays four characteristics,which are the high degree of personalized interaction,the closeness of politics and life,the value on the technicality of political operation,and the hierarchical structural characteristics.The above-mentioned mechanism enables the continuous development of the "Party-Government-Society" structure in grassroots-level governance of China.Starting from the relationship between the government and society,the cultivation of political emotion has made the channels between government and society abundant and created a positive spiritual environment within it.The second one is the patterns of party construction at the grassroots level,the cultivation of political emotion has solidified the ideological leadership,strengthened the authority of party organizations,and motivated the party members to be pioneering role models;The third part is the overall relationships of party,government,and society,the cultivation of political emotion stabilizes the politics order,and realized the grassroots-level political integration through the path with Chinese characteristics of "individual-family-region-regime".Besides,the construction of political emotion is also able to make the structure of grassroots-level governance organic,which means the governance structure operating according to the characteristics of dynamism,responding to "little issues" and flexible coordination.The cultivation of political emotion of China has the tradition of endogeneity,Chinese Confucian culture attaches importance to human's emotions,and carries out practice by means of ritual and music civilization as well as emotional enlightenment.The Communist Party of China has accumulated a tradition of thinking highly of mass work at thegrassroots level.These points make current cultivation of political emotion inherit valuable experiences.The cultivation of political emotion is able to sustain the doctrine of rationality of human society and provide some thoughts to adapt to the "fluidity" of modernity.The current problems are aspects such as too much strategic behaviors,insufficient level of normalization and institutionalization of grassroots-level political emotion cultivation,the need to improve the political emotion cultivation skills for grassroots cadres,and low level of public participation in political emotion cultivation.The improvement path in the future relies on raising the institutionalization level of political emotion cultivation,taking training grassroots-level political practitioners seriously,encouraging and guiding the people to join in political emotion interaction positively,and innovating the Chinese discourse power in political emotion cultivation.
