U.S.foreign policy has always been one of the hot topics of great concern to governments around the world.The main reason is that,as the only superpower in the world after the cold war,the formulation and implementation of US foreign policy could exert a profound influence on both the national interests and development interests of other countries.There are many factors influencing American foreign policy,of which ethnic minorities are one of the most important.therefore,To explore the influence of American ethnic minority groups on its foreign policy could not only understand the decision-making mechanism of American foreign policy and its interior laws,but also study and observe the future development of American diplomacy,for which this study has both theoretical and practical significance.This study mainly focuses on the influence of American ethnic minorities on foreign policy by combining the construction of a new research perspective and typical case analysis.In the research approach,firstly,this study uses the Socioeconomic Status Theory,combining with David Goldberg's “Six Principles” and the “Input-Output” analysis model of Dekmejian and Thermelis.At the same time,the behavioral characteristics and socioeconomic status of American minority groups,the decision-making process of American foreign policy,and the domestic political environment of the United States are used as the “input” independent variables,and the US foreign policy issues are the “output” dependent variables.The international political environment serves as an intermediary variable,and on this basis,this study comprehensively discusses and analyzes the process by which the American ethnic minority groups influence the government's foreign policy.Based on a systematic investigation of the general ways of which the American ethnic minority groups influence the government's foreign policy,this study selects three groups,namely American Jewish,Indian and Cuban groups as cases to conduct an in-depth and comparative study on their different motivations,influence processes and influence ways.It is well known that United States is a multi-ethnic country,with a large number of ethnic minority groups.But these three typical ethnic minority groups are the main ones that could have a significant influence on the US government's foreign policy formulation.In comparison,the American Jewish community is of the best degree of integration,the highest socioeconomic status,and its influence effectiveness is also the most obvious;the American Indian community has gradually risen with its increasing socioeconomic status,and this groups has not only stabilized in the middle class,but its “active integration” situation has strengthened its influence,and will certainly play a greater role in the future;while,the American Cuban community has long regarded themselves as “political refugees”,although the degree of social integration is poor,But characterized by “anti-home country”,this group's unique influence mode also has great significance.Through the analysis of the above cases,this study finds that,the influence of American minority groups on the development of diplomatic relations between the United States and its home countries could be divided into two aspects: on one hand,“Positive Promotion”,which is,actively promoting the development of diplomatic relations between the United States and its home countries through the strength of ethnic groups;on the other hand,“Negative Hindrance”,which is,based on ethnic minority groups,attempting to obstruct the improvement and development of American diplomatic relations with its home countries.Generally speaking,after the cold war,these three ethnic minority groups have made obvious achievements in influencing the government's foreign policy.the Jewish community has been playing an important role in the long-term U.S.foreign policy of favoring Israel;moreover,this group has even influenced the formulation of U.S.Middle East policy to a certain extent.For the Indian community,while actively integrating into the American society,it relied on the strength of the group,combining organizational operation,with grassroots mobilization and peer alliance,so as to make India occupying an important position in the global strategy of the United States.Finally,the Cuban group is of strong “anti-home country” characteristic.Relying on its unique group members' composition and geographical distribution,it has “fueled” the U.S.foreign policy of suppressing and isolating Cuba for a long time.In general,in the process of influencing American foreign policy,whether it is the positive promotion or the negative hindrance,the influence effectiveness and results are mainly based on the internal cohesion of their ethnic groups,the degree of social integration,and the socioeconomic status.The active participation and influence in American foreign policy itself also reflects the characteristics of American multicultural foreign policy.
