| On the basis of defining the concepts of national policy,great power and small state,this thesis tentatively constructs a comparative analysis framework of great power's policy towards small state,and explains the reasons and functions of great power's policy adjustment towards small state from three perspectives: strategy of great power,political development of small state and internationalization of domestic issues of small state.Among them,the grand strategy of great power includes national strategy adjustment and strategic game among great powers;the political development of small state includes adjustment of domestic political power pattern and political transformation of small countries;the internationalization of the domestic issue of small states is the result of the interaction between the strategies of great power and the politics of small state.The core question of this thesis is: why there is a convergent evolution in policies of China and the U.S.towards Myanmar since 2003? The convergent evolution refers to some content of the two policies evolved in the same direction,rather than their essence became consistent.After the democratic movement broke out in Myanmar in 1988,the U.S.urged Myanmar to carry out political and economic reform and democratization,implementing the policy of isolation and sanctions.China kept silence to Myanmar's domestic governance meanwhile providing political support and economic and military assistance.The two countries' policies towards Myanmar also contain the other side's factors.The two policies were in conflict.Since 2003,China began to adjust its position,urging Myanmar to promote political and economic reform and accelerate democratization.There is common ground between the two powers,and their contradiction has been eased.Through comparative study,this thesis finds that convergence exists among two power's policies.Firstly,the positions are convergent.Both China and the U.S.have begun to urge the regime transformation of Myanmar and open up all-round diplomacy toward Myanmar.Secondly,the policies objectives are convergent.Both China and the U.S.hope that Myanmar will improve its governance,achieve political and national reconciliation,listen to public opinion,engage the international community and maintain domestic stability.Thirdly,policies are convergent.China and the U.S.began to cooperate and coordinate with each other,strengthening cooperation with the UN,ASEAN and other political forces.The convergence is the result of the interaction among China and the U.S.national strategy,Myanmar's political development and internationalization of Myanmar's domestic issues.The strategic adjustment of China and the U.S.reshapes the interests of the two powers in Myanmar,which is the key to the emergence of the convergence,among which China's national strategic adjustment is more important.The political transformation and the adjustment of political power pattern in Myanmar induce the two powers launch all-round engage Myanmar's domestic political forces.The internationalization of the Myanmar issue has led to the policy stratification of China and the U.S.towards Myanmar,forcing the two powers to increase bilateral and multilateral cooperation and advance their policies towards Myanmar in a coordinated waySince 1988,the convergence and contrariety have been the main feature in policies of China and the U.S.towards Myanmar.Among them,contrariety used to be dominant.In 2003,the appearance of convergence broke the sole dominant position of contrariety.The convergence is the self-adjustment since the policies of two powers become highly opposite and rigid.Since the issue in Rakhine deteriorated in 2017,China and the U.S.have become less convergence but more contrariety.The convergence serves the long-term interests of the two countries.Therefore,China and the U.S.should bridge differences and advance cooperation. |
