In the report of the 19 th National Congress of the Communist Party of China,the concept of "intelligent society" was put forward creatively when discussing the construction of an innovation-oriented country.To realize intelligent government affairs is the forerunner task of building an intelligent society,and intelligent government affairs is a form of intelligent application based on government work and operation.Government services of government departments are essentially based on information resources.Through the transfer and sharing of information among various departments,various departments cooperate to complete service matters.The essence of smart government is the efficient collaboration of information from multiple departments of the government.With the continuous development of e-government service form change,traditional services in the form of a single department have been gradually replaced by multi-sectoral coordination service form,as the implementer of government function,government officer is a reflection of government functions and structure,and the government information public officials collaborative behavior is also a micro expression of government affairs information synergy,government officer information collaborative behavior at the same time also reflects the government affairs service level of wisdom is changed.In view of this,this paper takes the information collaboration behavior of government officials as the research object,and puts forward the following questions :(1)From the perspective of smart government affairs,what are the characteristics and problems of relevant researches on information collaborative at home and abroad?(2)What factors affect the information collaborative behavior of government officials?(3)What are the internal logic and action rules among the influencing factors of information collaborative behavior?(4)How to apply the influencing factors of information collaborative behavior in practice?(5)Based on the discovery of the influencing factors,what are the ways and methods to promote the information synergy of smart government affairs?In order to solve the above problems,based on the relevant research results of information collaborative behavior in China,this study studied the information collaborative behavior of government officials through quantitative and qualitative research methods.The main contents of each major chapter are as follows:The first and second chapters are related theoretical basis,which comprehensively investigate,analyze and summarize the research background,research progress at home and abroad and theoretical basis of the information collaborative behavior of government officials,and find problems from them to provide theoretical support for the followup research of this paper.The third chapter is the theoretical framework of this paper.With the deepening of scientific research,the theoretical basis of a single discipline gradually exposes the limitations of explanatory power in the face of complex research objects.The absorption and reference of theories and methods of other disciplines can help to have a more comprehensive understanding of the research objects.From the perspective of psychology,sociology and operations research,this chapter makes an in-depth discussion on the motivation of collaborative information behavior,the social dilemma and the game existing in it,so as to provide a theoretical framework for the following research.The fourth chapter,through the method of grounded theory,deeply discusses and analyzes the influencing factors of the information collaborative behavior of government officials and the interaction relationship between the factors,and constructs the influencing factor model and driving model of the information collaborative behavior of government officials.Research shows that information collaborative behavior is not the sum of simple individual behaviors,but has more complex characteristics.In such a complex information-intensive environment as the government,government officials cooperate to search,share and use information in their daily work tasks,and information collaborative behavior has become the norm of modern organizations.The collaborative information behavior of government officials is influenced by three dimensions: individuals,environment and information collaborative network,in which meaning negotiation is the core process of collaborative information behavior of government officials.In the collaborative process,the two sides through meaning negotiation process of the collaborative process to the task of cognitive,collaborative relationship and collaboration situation constitutes the main process of meaning negotiation,individuals in the process of meaning negotiation clear their own responsibilities and collaborative role,evaluating synergy relationship quality,share the meaning construction and form a common cognition,information exchange,collaborative members always stay in the right direction,and the other members may choose the wrong way when a warning in time.This section conducts an exploratory study on the influencing factors of the information collaborative behavior of government officials by means of qualitative research,identifies the influencing factors of the information collaborative behavior of government officials,and provides a foundation for subsequent confirmatory studies.The fifth chapter is based on the relevant categories and essential theoretical framework extracted from the fourth chapter,and carries out confirmatory research hypothesis and theoretical model construction.Data were collected through questionnaire survey,and the collected data were analyzed through structural equation model.Finally,a theoretical model of influencing factors of information collaborative behavior of cross-government public officials was constructed.The model has three dimensions,namely "personal traits","external environment" and "collaborative relationship network".The "personality" dimension of perceived usefulness,information literacy,and self-efficacy,"external environment" dimensions of organizational structure,information technology,policies and regulations,"collaborative relationship network" dimension of information exchange and collaborative relationship quality and common cognition,responsibility assignment,the collaborative role to the government officer information collaborative behavior has significant impact.In addition,the synergistic effect of information synergy behavior of government officials is also verified.The sixth chapter,based on the fourth and fifth chapters,formalizes the conflicts between the cooperative participants into a set of payment matrices depending on the benefits of the parties' behaviors.Then through the cost analysis and revenue analysis of the evolutionary game model,the possible strategy choices of the two players and the game results under different conditions are obtained.Then,through Matlab simulation,the selection of the two parties of information cooperation behavior and the game process are visualized,and the influence of different influencing factors on the game results is analyzed.The seventh chapter is the third,fourth,fifth,sixth chapter of the essences of the theory and practice,combined with the above research results,points out the government officer information the importance of collaborative behavior driven strategy,at the same time,according to the dimensions of personality dimensions and external environment and collaborative relationship network of the different dimension of factors put forward the corresponding government officer information driven strategy of cooperative behavior.The eighth chapter is the last chapter of the whole paper,which summarizes the research conclusions,innovation and limitations of the research,and prospects the future research work.This study has important theoretical and practical significance for in-depth understanding of the influencing factors and driving mechanism of information collaborative behavior of government officials,as well as the promotion and guarantee of information collaborative behavior.From the perspective of synergy,this study explores the key factors affecting the information synergy behavior of government officials,enriches the theoretical system of information behavior research,constructs the influencing factor model of the information synergy behavior of government officials,and reveals the functional relationship of the influencing factors of the information synergy behavior.At the practical level,this study clarifying the influencing factors and functional relationships of the information collaborative behavior of government officials,so as to help government departments make scientific and reasonable decisions.At the same time,the proposed driving strategy of the information collaborative behavior of government officials will also promote the effective information collaborative behavior of government departments and improve the efficiency of information collaborative behavior of government officials.In future study,will expand the research scope of government officer information collaborative action,further to the different levels of government officer information collaborative behavior and different application situation of the government officer information more granular research carried out in cooperation with behavior,and the evolution of government officer information synergy action game problems for further research and exploration,for government officer will delve into the different factors the effects of the collaborative behavior and the government information office personnel information of the construction of the evaluation index system of collaborative behavior and application.
