Research On The Cultural Construction Of The Chinese Communist Party's Clean Government System

System construction is the fundamental solution to the persistent problem of corruption.Since China's reform and opening up,the role of system in managing the party and building a clean government has become increasingly prominent,and strengthening the system construction has become the consensus of the whole Party and society.Especially since the 18 th National Congress of the Communist Party of China,the pace of building a clean and honest government system has been accelerated,and the system of standardizing political behavior has been constantly improved,forming a relatively complete system,and the "cage" of the system is getting more and more dense.However,the system construction is not simply the formulation and implementation of the system.The system is implemented by people.Only when people inwardly recognize the values and normative requirements of the system and form the cultural concept of identifying with the system,can better system effect be achieved.Therefore,the system construction needs to advance to the cultural level,and strengthen the cultural construction of the clean government system,that is,in the process of system formulation and implementation,we should pay attention to people's psychology,consciousness,attitude and other subjective factors,strengthen ideological guidance,gradually make people identify with the values and norms of the system,transform the external system norms into internal self-restraint,and create a system in which everyone reveres the system Consciously abide by and maintain the atmosphere of the system.The culture of clean government system mainly refers to the culture carried,derived and promoted by the system,which is the value orientation and behavior norms embodied in the process of system generation and implementation.From the perspective of practice,some problems existing in the current construction of clean government system are not the lack of institutional norms,but the lack of institutional authority,institutional performance and institutional failure,which have a lot to do with the lack of the culture of clean government system.Therefore,we must enhance the cultural identity of Party members and cadres on the clean government system,so as to transform the external institutional constraints into the inner conscious compliance,and promote the internalization of the system.Based on the comprehensive interpretation of the connotation,characteristics and functions of the culture of the clean government system,this paper further analyzes the
