A Study On The Construction Of An Honest And Clean Government Culture In The New Period

When approaching the New Period in a new century, the construction of combating corruption and building a clean government needs to continue advocating reforms of economic system, political system, cultural system, and social system, reinforcing the construction of CCP (Chinese Communist Party) in thoughts, organizations, morals and systems. In all, constructions in these five aspects enhance each other, depend on each other. To this end, education of combating corruption and building a clean government needs to be reinforced so that people's ideas of self-disciplined administration could be enhanced; laws and regulations need to be optimized so that civil servants, matters and power is governed by disciplines; supervision of power need to be reinforced so that the maneuver of power is as transparent as if under the sunshine; resolutely punish the corrupted officials, in order to correct the bad practices that have harmed common people's wellbeing. It is undeniable that after years'efforts from every aspect, the construction of combating corruption and building a clean government has obtained satisfactory results. However, the fact that "evident results and distinguished issues co-exist, the strength to take counter-measures and phenomenon of more and more corruptions happen more frequently co-exist, the growth of common people's wish to suppress corruption and the phenomenon of corruption could hardly be cured completely co-exist" request us to examine closely the construction of combating corruption and building a clean government of China. Not only should we examine it from the point of power and system, but also from culture, and political culture, and retrospect from the level of thoughts and theories, value systems and morals, in order to give a scientific answer for how to deepen the construction of combating corruption and building a clean government.Honest and clean government culture, as the sub of political cultures, advocates honesty and disdains corruption as its value orientation, integrating value concept, behavior standard and prevailing social custom as a whole, and reflecting people's overall understanding of political integrity and honest society, basic concepts and spiritual pursuit. It plays an important role in the advanced socialist culture, as well as a basic content in the construction of combating corruption and building a clean government. Strengthening the construction of a culture to combat corruption is of great significance in constructing a system for punishing and preventing corruptions, increasing the ability to refuse corruptions for party members, cadres and civil servants, strengthening the idea of combating corruption of the whole society, and resulting in a moral basis that honest play is honorable and corruption is disgrace. In this way, we can prevent and reduce corruption from its source. Based on clarifying cultural meaning, function and significance of constructing an honest and clean government, this paper explores the sources of the practice and provides the author's retrospection; it analyzes the experiences and practices of the USA, Finland, Singapore and Hong Kong. It also deeply analyzes the effects, current issues and sources of the cultural construction in the new period. It provides solutions for constructing an honest and clean government that has Chinese characteristics.This paper is divided into five chapters, with the main frame and contents as follows:Chapter One, Analysis of Main Meanings of an Honest and Clean Government. From the theoretical level, it generally explores the basic theoretical issues. It defines basic connotation, characteristic, function positioning and basic elements, elaborates the three objectives of constructing honest and clean government culture in the New Period—self-discipline of civil servants, honest and clean government and politics, which lays a foundation for the study of the next chapters. Chapter Two, The origin of the thought about honest and clean government culture in new period. It systematically analyzes the classic Marxist writers'thoughts on strengthening the combat of corruption and building an honest and clean government, concludes CCP's major experiences of how to reinforce party's construction, sums up the highlights of Chinese traditional honest and clean government, explores the successful practices and revelation of the USA, Finland, Singapore and Hong Kong, as well as analyzes present situations in this field.Chapter Three, Significance and Necessity of Researching the Construction of an Honest and Clean Government Culture. Analyzes the importance and necessity of honest and clean government culture in various aspects including the significance for society, keeping CCP in development and purity, defending attacks from corruption,building of constructing a system for punishing and preventing corruptions, and creation of good cultural atmosphere.Chapter Four, Analytical Research on the Effects, Issues and Sources of the Cultural Construction of an Honest and Clean Government in the New Period in our country. It comprehensively and objectively concludes its effective results, practically and realistically analyzes the four issues-insufficient research, formalism and vulgarism in measures, marketing and negative effects, as well as over-industrialization. It conducts a thorough study on the sources behind these issues, and provides basis for targeting and resolving these issues.Chapter Five, Researching the Measures on Constructing an Honest and Clean Government in the New Period. It proposes to take such measures as that cultivating a value orientation for the government official, reinforcing the construction an honest and clean moral and systems, optimizing political ecological environment, enriching more cultural forms of building an honest and clean administration.
