Research On The Quality Of Primary-level Party Building In Colleges And Universities

Party building in colleges and universities is an important part of the great new project of party building.It plays a very important role in the process of promoting social development and has a special status in party building.The primary-level Party building work is the cornerstone of the Party building work in colleges and universities,and is an important foundation for effectively advancing the Party building work in colleges and universities.Improving the quality of primary-level Party building in colleges and universities is not only an inevitable requirement for the implementation of the central government’s comprehensive and strict governance of the party,but also a realistic need for colleges and universities to strengthen the construction of primary-level Party organizations and implement the fundamental tasks of building virtues and morality.This thesis adheres to the world outlook and methodology of dialectical materialism and historical materialism,and preliminarily puts forward the concept of the quality of primary-level Party building in colleges and universities from the perspective of the sinicization of Marxist.It proposes five aspects of the quality of primary-level Party building in colleges and universities,namely,the correct goal value,the quality of organization construction,the quality of Party member team construction,the quality of system construction,and the quality of assessment and evaluation.Through elaborating the primary-level Party building theories of Marx,Engels,and Lenin,this thesis systematically examines the important expositions of Mao Zedong,Deng Xiaoping,Jiang Zemin,Hu Jintao,Xi Jinping,and the leaders of the party and country leaders on primary-level Party building,and puts forward the theoretical proposition of the sinicization of Marxist primary-level Party building theory.On this basis,this thesis clarifies the “five characteristics” of the quality of primary-level Party building in colleges and universities---propagating the party’s propositions,implementing the party’s decisions,leading school governance,uniting and mobilizing teachers and students,and promoting school reform and development,and proposing the three major value orientations of primary-level party building in colleges and universities,namely,serving the fundamental tasks of building virtues and morality,highlighting the political functions of primary-level party organizations,focusing on improving organizational strength,and expounding that primary-level party building should adhere to goal-oriented,problem-oriented,and result-oriented.Based on the preliminary construction of the theoretical framework of the quality of the primary-level Party building in colleges and universities,this thesis makes a historical survey on the primary-level Party building work in Shanghai colleges and universities in the past 70 years since the founding of New China,and analyzes the useful experience and historical enlightenment of primary-level Party building work.At the same time,it analyzes the status quo of primary-level Party building in Shanghai colleges and universities in the new era,sums up the five aspects of the achievements of primary-level Party building in colleges and universities,analyzes the existing problems in the school(department)Party organization building,primary-level Party branch building,primary-level Party work team building,Party member building,primary-level Party building system construction,and primary-level Party building assessment and evaluation.And proposes six main ways to improve the quality of the primary-level Party building in colleges and universities in the new era.On this basis,it is preliminarily proposed to build a quality evaluation system for the primary-level Party building in colleges and universities.
