Since the 18th Party Congress,the CPC Central Committee with Comrade Xi Jinping as the core has focused on the overall design of the Four Comprehensives strategic layout,firmly pushing forward comprehensively strengthening Party discipline,creating a new situation in Party building.The sixth Plenary Session of the 18th CPC Central Committee initiated renewed mobilization and deployment for comprehensively strengthening Party discipline among the whole Party.How to transform the new requirements of comprehensively strengthening Party discipline into the ideological consensus and practical results of the Party organization in colleges and universities is a major political task of the Party building in colleges and universities.The Party supervising its own conduct must start from supervising the Party's political life;strictly strengthening Party discipline must start from strengthening the Party's political life.The Party's organizational life is an important content and carrier of the party's political life,which is the important form for the Party organization to educate,administrate and supervise the Party members.Grasping the community level and laying the foundation is a basic task of the Party building in colleges and universities.Strictly implementing the renewed deployment of comprehensively strengthening Party discipline must start from the community-level Party organization,must start from the community-level Party division.The community-level Party organizations play an important role in Party building.The 18th Party Congress report pointed out:"Community-level Party organizations play a key role in rallying and leading the people in implementing the Party's theories,line,principles and policies and in carrying out its tasks." and the majority of university students and staff;they are the important mission political core to unite and lead,organize the majority of Party members and masses to complete the talents training,scientific research,social services and cultural heritage and innovation and international exchanges and cooperation;they are in the key position in the Party organization framework of colleges and universities and they are in the forefront of educating students through teaching,scientific research,practice education,management education,service education,cultural education and organization education.Without a solid foundation,the earth tremble and the mountains sway.The implementation of comprehensively strengthening Party discipline in community-level Party organizations requires us to systematically study the community-level Party building of colleges and universities.Community-level Party building of colleges and universities is not only a theoretical issue,but also
