Government Government quality regulation is an important external condition for the development of corporate quality capabilities.At the same time,for the improvement of corporate internal quality,government quality regulation is not limited to exerting its influence as a given external institutional environment.However,there are significant deficiencies in the existing research on government quality regulations and corporate quality capabilities.First of all,in the research on corporate quality capabilities,most studies only analyze few elements such as quality management,quality signals,or quality culture while lack the ability to analyze the corporate quality capabilities comprehensively.Second,government quality regulation is an important external institutional factor,which has an important impact on the forging of corporate quality capacity and quality development performance,but previous studies have paid little attention to this aspect.The existing studies focused more on the impact of industrial policies and other factors on the development of corporate quality,but for the type of government quality regulation,the differential impact of heterogeneous government quality regulation on the development of corporate quality and the mechanism path,especially the possible endogenous effects of government quality regulation in the process of interacting with corporates,there is still a lack of theoretical and empirical analysis.Third,the existing studies have not established a complete and logically self-consistent theoretical analysis framework for government quality regulations and corporate quality capabilities.At the same time,the existing relevant empirical studies are mainly limited to case analysis or small sample empirical testing,which have deficiencies in representativeness,richness and robustness.Therefore,for the important research propositions of government quality regulation and corporate quality capabilities,there is still a lack of research results that combine the construction of a theoretical analysis framework with empirical analysis based on micro-large sample data.In view of this,this thesis constructs a theoretical analysis framework,and uses China's latest representative micro-enterprise-level quality data,China Enterprise General Survey(CEGS)data,to conduct a comprehensive and detailed description and analysis of the Chinese corporate quality capability status,the impact of government quality regulations and the mechanism path,thereby deepening the understanding of quality capability,making up for the deficiencies in the existing literature,and expanding new channels for Chinese enterprises to transform to high-quality development.First of all,this thesis carries out marginal innovation on the basis of the SCP(Structure-Conduct-Performance)enterprise analysis framework of the classic theory of industrial organization,establishes the IRCP(Institution-Resource-Conduct-Performance)enterprise analysis paradigm,and applies it to the theoretical analysis of enterprise quality development.This thesis theoretically divides government quality regulation into competitive government quality regulation and selective government quality regulation,analyzes in detail its possible differential impact on corporate quality capabilities and quality performance as well as the mechanism path,and lays the theoretical foundation for the future empirical and case studies.Second,based on a large sample of primary survey data,this article describes and analyzes the quality investment,quality development and quality capabilities of Chinese enterprises in detail,empirically analyzes the impact of different types of government quality regulations on the quality capabilities of enterprises,as well as the underlying mechanisms and micro-heterogeneity.Third,also based on the large sample of primary survey data,this article analyzes and portrays the behavioral choices of enterprises to cater to government quality regulations,corporate political factors and the influence mechanism of government quality regulations from the perspective of political connection.Finally,this article provides corresponding policy recommendations on how to better improve the quality capabilities and quality performance of Chinese enterprises,improve the government's quality regulatory system,and improve policy performance,and ultimately help enterprises achieve high quality development.Specifically,this article contributes to the following findings:First,there is significant quality capability and quality development performance heterogeneity among Chinese enterprises.There are significant differences between quality capability and quality development performance in different regions,industries and companies: Jiangsu Province has the highest corporate quality capability score and quality performance score,followed by Guangdong Province,Hubei Province and Jilin Province,while Sichuan Province has the lowest scores;larger companies have higher quality capabilities and quality performance scores;export companies have better quality capabilities and quality performance scores than non-export companies;foreign-funded enterprises' quality capability and quality performance scores are higher while Hong Kong-Macao-Taiwan enterprises,state-owned enterprises and private enterprises' scores are relatively lower.The statistical results show that at this stage,companies generally recognize the importance of investing in quality and improving quality,but the overall level of quality capabilities and quality performance is not high.Also,there are significant differences in the modes of different companies catering to government quality regulations,and the choices of different companies in competitive government quality regulation and selective government quality regulation are obviously heterogeneous.Second,competitive government quality regulation can effectively improve the enterprises' quality capability and quality development performance,and this feature is always significant with firm characteristics,industry and regional fixed effects fully controlled and passed the robustness test,instrumental variable method test and propensity score matching(PSM)method test.The mathematical model and regression results based on the IRCP enterprise quality development theory analysis framework proposed in this thesis show that,on average,compared with companies that do not cater to competitive government quality regulations,the quality capability score of companies that cater to competitive government quality regulations is 12.1%higher,and the quality development performance represented by the proportion of new product sales is 12.3% higher;at the same time,catering to selective government quality regulations did not significantly improve the enterprises' quality capability and quality development performance.The analysis of the micro-influence mechanism found that competitive government quality regulation can significantly increase the investment of enterprises in quality elements,especially the product quality improvement after quality investment,and improve the market performance of enterprise quality development,while selective government quality regulation do not have such influencing effect.Third,the reason why companies choose to cater to different types of government quality regulations is the influence of political connection endowments,and political connection itself further influences the company's quality capabilities and quality development performance.From the perspective of enterprises' heterogeneous quality behavior decisions towards different types of government political connections,the politically connected resource is an important influencing factor in enterprises.Specifically,under certain conditions of other relevant factors,the probability that companies with political connections choose to cater to selective government quality regulations is 10% higher than the ones without political connections,and the probability that they choose to cater to competitive government quality regulations is5% lower than the ones without political connections.On the other hand,empirical research also shows that under certain other conditions,politically connected companies perform better in terms of quality investment,but perform worse in terms of product quality conversion efficiency and quality development performance.Moreover,corporate political connections also inhibited the effect of competitive government quality regulation in improving corporate quality capabilities.Based on the description and analysis of the effect of government quality regulation on Chinese enterprises' quality capabilities,this thesis suggests: First,the structure of government quality regulation in China should be optimized,and the competitive quality regulation in the government quality systems should be strengthened as the main body to create a good service system environment for the quality improvement of enterprises;Second,government should further strengthen the mainstay of enterprises' quality innovation position,promote the concentration of various quality innovation elements to enterprises,give play to the leading and supporting role of large-scale enterprises in various industries in quality development,and take the supply chain as the center and traction,urge all enterprises to carry out collaborative quality innovation around the supply chain,and improve the overall quality capability of the industrial chain;Third,it is recommended to carry out the entrepreneurial quality spirit reengineering project,widely establish the entrepreneurial product-centric quality development concept,R&D and promote the high-quality development model among Chinese entrepreneurs based on the stage characteristics of Chinese enterprises and meet the quality development needs of Chinese enterprises,take entrepreneurs and entrepreneurship as the starting point to improve the quality capabilities of Chinese enterprises from the source.Finally,this article summarizes some deficiencies in methods and data,including:because of the lack of long-term tracking data,the causal effects of government quality regulation still need to be strengthened;the data comes from the manufacturing industry enterprises so that the analysis cannot expand to the service industry.In addition,in the study of quality regulations and quality capabilities,country comparison and general analysis is a direction that requires further efforts.
