Research On Metadata Quality Evaluation Method And Quality Safeguard Mechanisms For Open Government Data

With China's efforts to open up government data and the pace of various local governments to speed up the construction of an open government data platform,more and more government data are published in the open government data portal.While the "data set"is published on the Web,the corresponding "metadata" is also published.However,it is not optimistic that there are many quality problems in China's open data and metadata.The emergence of these quality problems hinders the pace of our government data opening.The focus of this paper is to investigate and analyze the metadata released by China's open government data platform,find out the quality problems of these metadata,design a metadata quality evaluation system that conforms to China's local conditions,make a reasonable evaluation of the investigated metadata,and then determine the improvement direction and methods,so as to better ensure the quality of metadata.This is the core of this paper and also the innovative results of this research.The main work of this paper is as follows:(1)Detailed research and analysis of foreign metadata on open government data(2)Investigate the quality of metadata published by open government data platforms in many different regions,sort out the quality problems of metadata published in various regions,and master the local characteristics of metadata published in China.(3)Design a metadata quality evaluation system applicable to several local open government data portals in China,and apply it to open government data platforms for investigation.(4)Study the quality assurance mechanism of open government data,draw lessons from foreign advanced experience and combine with the local characteristics of our country,focus on metadata,construct the metadata quality assurance mechanism of open government data in our country and optimize the metadata publishing process.The purpose of this paper is to provide some theoretical reference and reference for improving the quality of metadata of open government data and perfecting the guarantee mechanism.
