Research On Decision-Making Of NIMBY Facilities From The Perspective Of Public Values

In recent years,when planning and constructing public service facilities with negative external threats,such as waste incinerators,sewage treatment works and nursing homes,local governments in China generally encounter the resistance behavior of Not-In-My-Back-Yard(NIMBY)from the residents around the site,which poses a severe challenge to the decision-making ability of local governments and seriously affects the level of social public services.NIMBY facilities decision-making has become a wicked issue for many local governments.Due to the lack of complete theoretical basis and analytical framework,the existing researches on NIMBY facilities decision-making of local governments are not only difficult to fully see through the "decision-making black box" of NIMBY facilities,but also difficult to make local government officials clearly understand the crux of the decision-making dilemma of NIMBY facilities.Therefore,it is of great theoretical and practical significance to analyze and study the decision-making of NIMBY facilities in local governments.Through the combing of related concepts such as public value(s),purposive values,instrumental values and Simon's decision-making theory,incremental decision-making theory,behavioral public administration and other related theories,discover the means-end chain and its corresponding instrumental values and purposive values analysis structure can well link the public values perspective with the decision-making research of NIMBY facilities.The relevant public values of NIMBY facilities decision-making can be divided into two aspects: the purposive values and the instrumental values.The strategic triangle model,public values failure model and public values catalogue,three representative public values analysis tools,are expanded and adjusted from the perspective of purposive values and instrumental values,and a decision-making analysis framework of NIMBY facilities is built which runs through the macro,meso and micro research levels.Based on this framework,this article starts from the macro,meso and micro public values research perspectives.Firstly,the thesis deconstructs the NIMBY facilities decision-making management system and mechanism of local governments in China.Secondly,it evaluates the public values failures in decision-making of NIMBY facilities and the practices of public values remoulding.Thirdly,it explores the influence mechanism of government officials' perceptions of public values on their decision-making behavior intentions of NIMBY facilities.Finally,it constructs the decision-making model of NIMBY facilities based on public values management.The main research conclusions include:(1)Using the strategic triangle model based on the public value generation chain,this paper analyzes the decision-making management system and mechanism of NIMBY facilities in local governments in China from three aspects: value target management,authorization environment management and operational capability management.The characteristics of the decision-making management system and mechanism of NIMBY facilities in local governments in China can be summarized as "one strategic group,two value chains and three levels of authorization".As the main body of strategic management for decision-making on NIMBY facilities,local governments and their related functional departments have shown inadequate operational capabilities in response to the upper,internal and external authorization environment,making the public values integration chain within government agencies and the vertical public value demand chain with other stakeholders cannot effectively exert its due public values cohesion and public value creation function.(2)In this paper,two typical site selection cases of municipal solid waste(MSW)incineration projects in Yuhang and Panyu are used as the research objects to analyze and evaluate the problems of the purposive values and instrumental values failures in local governments' decision-making processes of NIMBY facilities and the practices of public values remoulding.A series of public values failures in the decision-making process of Yuhang's MSW incineration project indicate that it is difficult for local governments,enterprises,and the public to effectively bridge their respective purposive values preferences and instrumental values preferences.The failures of purposive values and instrumental values are common in the decision-making of NIMBY facilities.Through comparative investigation and evaluation of the Yuhang case and the Panyu case,it is found that the two governments have adopted two different styles of NIMBY facilities decision-making improvement paths,which can be called the "Yuhang Model" and the "Panyu Model" respectively.The purposive values remolded by the two models are very different,while the instrumental values remolded have both similarities and differences.Both models have different degrees of public values deviation.The values shortcomings of the "Panyu Model" are mainly reflected in the lack of social and economic purposive values created,while the values shortcomings of the "Yuhang Model" are mainly reflected in the lack of "Neutrality" value.(3)Based on first-hand data obtained from the questionnaire survey of government officials,this paper investigates the influence of the purposive value preferences and instrumental value preferences of government officials on their decision-making behavior intentions of NIMBY facilities.The purposive value preference of government officials has a significant influence on the decision-making behavior intention of NIMBY facilities.The nine purposive value elements all have a significant influence in at least one of the decision-making value conflict scenarios of NIMBY facilities.The three values of "economic development","stability" and "democracy" have reached or exceeded five times of significant influence in the ten decision-making value conflict scenarios of NIMBY facilities.The instrumental value preference of government officials also has a significant influence on the decision-making behavior intention of NIMBY facilities.Among the seventeen instrumental value elements,thirteen values have significant influence in at least one of the decision-making value conflict scenarios of NIMBY facilities.The four values of "efficiency","effectiveness","innovation" and "transparency" have no significant influence in the ten decision-making value conflict scenarios of NIMBY facilities.Through the relationship analysis and hierarchical structure analysis of the value elements that have significant influence in the ten decision-making value conflict scenarios of NIMBY facilities,it is found that the public value preferences of government officials will show certain network characteristics and hierarchical structures.(4)The public values management model for decision-making of NIMBY facilities includes three parts: value preference guidance and value target management,inter-subject relationship remolding and authorization environment management,public value creation and operational capability management.During the stage of value preference guidance and value target management,the governments,enterprises,and society must actively cultivate publicness,start value management strategies for NIMBY facilities,and local governments draw up project decision-making plans through evidence-based analysis mechanisms.During the stage of inter-subject relationship remolding and authorization environment management,local governments,franchised enterprises,and the citizens reshape the inter-subject relationship of NIMBY facilities decisions through three types of embedded relationship coordination modes: partnership,public participation,and collaborative network.During the stage of public value creation and operational capability management,local governments strengthen their collaborative leadership capabilities and create diversified public values with franchised enterprises and the citizens.All parties carry out project decision-making and evaluation through ten public value reviewing methods.
