The paper attempts to answer the core question that the Trump administration's economic policy toward China is the choice of U.S.foreign economic policy under the Sino-U.S.strategic competition.Trump's economic policy toward China is guided by the strategic competition including the background,means and goal setting,the use of power resources and the implementation.The Trump administration hopes to compete with China without triggering a full-blown bilateral conflict.The Trump administration's adjustment of China's economic policy is closely related to the U.S.concern about China's power growth,the change of U.S.perception and positioning of China and the change of its domestic political factors.The U.S.policy debate on China,which began in the Obama administration's second term,provides the theoretical basis for the adjustment,thus a strategic competitor which Trump administration positioned.Washington's hawks,the proliferation of American populism,the demands of interest groups to suppress China's economy and the rise of unfriendlyness to China within Congress which have all contributed to the Trump administration's domestic context for adjusting its economic policies toward China.At the same time,it is also the Trump administration's inevitable choice based on the U.S.hegemony.It is an important tool for achieving its strategic competitive objectives toward China,which go far beyond solving bilateral economic issues,and maintaining the advantages of the U.S.economy,expanding the U.S.-led liberal economic order,safeguarding its Indo-Pacific economic interests and global hegemony.To maximize its strategic goals,the Trump administration adopts means to form "China-China" coalition,increase "long-arm jurisdiction," and choose public opinion smear and security deterrence.In studying the Trump administration's economic policies toward China,it is important to identify the resources on which it can rely.The hard power resources available to the Trump administration are: strong economic power,scientific and technological power,dollar hegemony and military power,soft power resources include:international in regimes and right of speech.China and the United States are important actors in the current international system,both whose policy choices have far-reaching regional and international influence.The Trump administration's economic policy toward China is not limited to suppressing China at the bilateral level through tariff pressure,technology decoupling,financial pressure,but worsen the external development environment of China's economy through the implementation of the Indo-Pacific geo-economic siege and the formulation of new regional economic rules at the regional level as well as to squeeze China within international organizations and to realize the "de-Chineseization" of the global industrial chain.Compared with previous U.S.government economic policies toward China,the Trump administration has strongly emphasized the containment of policy objectives,hoping to slow down or even choke off the momentum of China's economic development through economic pressure,which tearing up the disguise of liberal democracy in policy objectives and replacing them with "principled realism" to guide the development of economic policy toward China with power logic,and establishing a close link between economy and security in policy content to promote the economy to the national security level.Studying U.S.economic policy toward China during President Trump's four years in office,failed to achieve the goal of resolving the existing problems.While its brutal economic competition has indeed caused a degree of damage to China in a short period of time,China has adopted a flexible game-playing approach and imposed tit-for-tat sanctions.In the longer term,the Trump administration's economic policies toward China is hard to achieve its goal of curbing China's economic development,technological growth,and geographical economic influence growth.Although President Trump has left office,his strategic legacy remains on the new administration's agenda.The Biden administration regards China as "the most serious competitor" and has inherited the policies of the previous administration's economic policy toward China.It fails to eliminate the high tariffs,but also further expanding the means of economic competition with China,adding alliances and values,continuing to seek De-Sinicization of Global Value Chain,strengthening technological restrictions on China.Biden office attempts to build a long-term competitive base.The Trump administration's economic policy toward China is a major change in the new era and has far-reaching implications for future bilateral relations.China should always keep its strategy clear and establish a firm understanding that the U.S.economic policy toward China carries a profound principles of strategic competition,which damages China's economic,security and political destructiveness."It takes good iron to make good products." In the new era,China should strengthen the construction of a national innovation system and capacity-building in economic and social governance with the great courage.Be active to lead China-U.S.to a healthy competition but not blindly.China should strengthen communication with the U.S.,struggle to establish competition norms,explore a constructive interaction model of inclusive economic competition.It is important to contain U.S.strategic restraint,grasp " peace through strength",and create a sound external environment for China's economic development.
