Research On The Government's Role In The Development Of Megalopolis In China

This paper studies the theoretical problem of how government can play a better role.For a long time,due to the lack of distinction between the forms of government's role,how to deal with the relationship between the government and the market is a controversial theoretical issue.From the perspective of megalopolis which is a kind of resource allocation,this paper creatively divides government's role as strong guiding role and weak guiding role.By summarizing the connotation of the government's strong guiding role,the reason driving government to play strong guiding role,and its targeting field and measures and tools,and analyzing the three historical stages which government play different roles,this paper puts forward the new viewpoint to deal with the relationship between government and market which means that government plays strong guiding role and weak guiding role,and it is also the new theoretical explanation about Chinese mode of economic system that government plays strong guiding role.The strong guiding role means that the government commands the overall situation and plays a leading role in resource allocation.Specifically,the strong guiding role of government in the development of megalopolis refers to that,guided by certain development goals,the government plays an active regulatory role in the macro field,plays a discretionary role in the meso field and plays a prudent role in the micro field by means of development planning,macro-control policy tools,structural policies,state-owned capital platform,administrative division adjustment and intergovernmental cooperation.Why does the government play a strong guiding role? It depends on the different historical stages of economic development.The rapid development of science and technology,the further refinement of industrial division,globalization,market failure,the failure of traditional government intervention and the necessity of enhancing regional and national competitiveness drive the government to play a strong guiding role in the development of megalopolis.How does the government play a strong guiding role? design,intergovernmental cooperation,hardware upgrading and software improvement.The Central Plains megalopolis started in the breakthrough period of reform and opening up.The government's role has been mainly characterized by the interconnection of transportation infrastructure and the construction of industrial parks(belts).The central Guizhou megalopolis started in the contemporary era.The government has promoted the development of the megalopolis by cultivating leading industries.Although the government's strong guiding role in the three cases are different,the quantitative analysis of DID model shows that the development of megalopolis is significantly dependent on government's strong guiding role.The innovations of this paper are as follows:Firstly,this paper puts forward the view that the government should play a strong guiding role in the development of megalopolis in China.Strong guiding role refers to that the government leads the overall situation and plays a leading role in resource allocation.The effective mechanism of strong guiding role of the government is that,on condition of dynamic mechanism of handling the decentration caused by new scientific and technological revolution,the acceleration of globalization,and the aggravation of market failure,by playing an active role in the macro fields,playing a discretionary role in the meso fields,and playing a prudent role in the micro fields,the government carries on the realization mechanism of determining the development orientation of mega-region,promoting the development of central city,improving the infrastructure network and public service collaborative development,and coordinating the functional cooperation among cities,to play strong guiding role in the development of megalopolis in China.Secondly,this paper puts forward a new theoretical explanation on how the government can play a better role.It puts forward a new viewpoint that the government plays a role in two forms: strong guiding role and weak guiding role,and creatively expounds the economic system mode that the government plays a strong guiding role.From the perspective of megalopolis development,this paper expounds the reasonable relationship between the government and the market in the resource allocation.The government plays a strong guiding role during the development of resource allocation according to the influence of the market mechanism the government adopts,it leads the resource allocation to develop as the government plans.It is specifically performed as follows:(1)To comply with the market,the government uses the market mechanism to promote the independent and orderly flow of elements towards megalopolis,and the mature industries develop and grow under the competitive mechanism;(2)To cultivate the market,the government should guide the market development and growth when the market is not mature,and help the development of the leading industries in megalopolis,as well as the development of industrial chains and industrial clusters.On the one hand,in order to ensure state economic security,the government should support the development of the industries concerning economic arteries by state-owned enterprise;(3)To integrate with the market.On the one hand,the government should take responsibility of direction for the industrial development of megalopolis,and focus on supporting the development of pillar industries;on the other hand,it should provide a fair environment for enterprises competition inside the industry,so that the survival of the fittest can be realized within the industry under the market effect,and the industry will continue to develop and grow under the guidance of the government goals.Thirdly,this paper puts forward a new explanation on how the government plays a role in the development history of megalopolis in China.It is divided into three historical stages to clarify the government's role as planning role which is an extreme form of government's strong guiding role,weak guiding role which is a limited form,and strong guiding role which is a reasonable form.
