In recent years,with the development of Internet technology and the demand of urban residents for the "last kilometer" of travel,a new way of travel--sharing bicycles--has emerged.Shared cycling in meet the travel demand of urban residents,reduce traffic congestion,relieves the problem of carbon emissions,lead to the increase of employment as well as to produce the problem such as Shared bicycle company property rights invaded,Shared cycling service supply instability problem,sharing a bike service supply imbalance issues,and sharing the monopoly of the potential problems of the bicycle market.At present,Chinese governments at all levels mostly adopt a wait-and-see attitude.There are few laws and regulations regulating the orderly development of bicycle sharing industry,which has little impact on the market,and the role of the government is ambiguous.This paper firstly defines the nature of Shared bicycle,studies the market of Shared bicycle from the perspective of private supply of quasi-public goods,and constructs the relevant analysis framework of government role.Secondly,through game theory,this paper analyzes the internal logic of sharing bicycles as quasi-public goods through the changes of three investment and operation subjects,so as to analyze the rationality and necessity of the existence of sharing bicycles at this stage.Furthermore,the problems in the market of Shared bicycles are observed and the causes are analyzed.Based on the analysis framework of the government role of quasi-public goods and relevant foreign experience,the role and responsibility of the government are defined.Finally,it is concluded that in the development of China's bicycle sharing industry,the government should assume the responsibilities of supporters,regulators and defenders,and promote the healthy and orderly development of the bicycle sharing market...
