The export of American civic education products is the main way for the think tank of American civic education to export American ideology to other countries.Since the1990 s,under the strong support of the neoconservative forces,the United States has been promoting its democratic values around the world,and has taken the promotion of American democratic values around the world as an important means to realize its national interests and implement its global strategy.With the support of Congress and the federal government,the so-called "independent" American civic education think tanks export American ideology to the world in a planned and step-by-step manner in the name of "democracy aid" through the export of civic education products,thus become an important tool for the United States to export democracy.On the one hand,the United States strengthened its cooperation with Western Allies in the field of civic education by means of project cooperation and conferences,so as to spread products and consolidate the foundation of Western capitalist democracy.On the other hand,the United States tried to assimilate people in developing countries through media,radio,prints,staff training and students exchanges etc.especially those countries whose democracy is conflict with the United States,so that the United States can maintain its global hegemony policy.Res Publica: An International Framework for Education in Democracy is one of the most classic products complied by the American Center for Civic Education(CCE),it is an important product for the United States to export American democratic values and promote the spread of western capitalist democracy,and its exportation continues.Under the publicity and dissemination of the American civic education think tank,many American civic education think tank's parterners refer to and adopt the International Framework for Democracy Education when making their civic education curriculum plans,falling into the "democratic trap" of the United States.Therefore,a study from the perspective of "American ideology export" has become an important issue.Thus,in what historical background did the Res Publica: An International Framework for Education in Democracy come into being? What kind of power relationship does this imply? How does it operate the game of "conceptual politics" through discourse construction,de-socialize democracy and democratize western-only freedom,and seek legitimacy for western capitalist democracy? And in what way does it set up "democratic trap" to realize its discourse hegemony? How does this affect the education of democratic citizenship in other countries? What are the lessons we can learn? Based on the consideration of these questions and under the guidance of Marxism,this thesis is divided into four parts,the main content is summarized as follows:The first part is the origin of the research and the establishment of the topic,that is,the first chapter of this thesis.This part mainly expounds the basic issues of the Res Publica: An International Framework for Education in Democracy,including the origin of research topics,research significance,relevant literature review,research ideas and methods,and research innovations.This article from the "output" ideology perspective to explore foreign spread the essence of Res Publica: An International Framework for Education in Democracy,points out that education text,the American citizen product research should not only focus on simple text form and text content,and should consider the text background,from the text production-spread to accept to spy out the whole process of the spread of the essence and true intentions.This thesis argues that it has important theoretical and practical significance to examine the Res Publica: An International Framework for Education in Democracy from the perspective of "ideological output".The theoretical significance includes: it helps to expand the academic perspective of American civic education research;It is helpful to deepen the understanding of the essence of American civic education.It is beneficial to enrich the research methods of American civic education;The practical significance includes: to provide important warning function for maintaining China's ideological security;It is helpful to promote the international development of think tanks of ideological and political education with Chinese characteristics and enhance their ability of international dialogue.The second part is the theoretical basis,that is,the second chapter of this thesis.This part mainly expounds the basic concepts and related theories involved in the research.Firstly,starting from the concept of "democratic education",this thesis clarifies the connotation and extension of "democratic education" and its similar concepts,and points out that the "democratic education" discussed in this thesis is "democratic civic education".In terms of the basic content of American civic education,"democratic education" or "democratic civic education" is a kind of political education to promote the learning of democratic knowledge and skills of citizens,and is an important part of American civic education.After clarifying the concept,this thesis mainly introduces the relevant theoretical basis of the study.Marxist ideology theory,Sinicized Marxist ideology theory,Marxist democracy theory,Sinicized Marxist democracy theory,the essence of ideological and political education and Gramsci's cultural leadership theory are the guiding theories of this thesis.Research from these theoretical perspectives is helpful to form a clear understanding of the essence and path of American cultural hegemony.The third part is the main part of this thesis,namely chapter three,chapter four,chapter five and chapter six.This part mainly includes the background,the goal,the contents and characteristics of the Res Publica: An International Framework for Education in Democracy,the hegemony analysis of the Framework,and the discussion of the idea,strategy and path of the international communication of the Framework.This part starts from the ideological orientation and discourse hegemony analysis of the text of the Res Publica: An International Framework for Education in Democracy.At the macro level,the democratic education international framework,the text in its historical context,analysis from two aspects of international and domestic "democracy education international framework,the text introduced the history of conditions,including the world economic globalization and regional economic integration in the 1990 s,multipolarization of the world political pattern,education and cultural exchanges and cooperation to speed up the emergence of the phenomenon such as,As well as the American domestic motivations such as the historical and cultural roots of the United States,the turning of the goal of American civic education,and the adjustment of the national strategy of the United States,thus revealing the real intention and target appeal hidden behind the compilation of the framework text;At the micro level,this part adopts the method of CDA to make a structural interpretation of the Res Publica: An International Framework for Education in Democracy from the level of characters,words and sentences.Through the three-dimensional analysis of the text,it analyzes the game between different ideologies and different power relations in the text.Through the text's approach analysis,From the three dimensions of time,space and value,this thesis analyzes the specific performance of legalization of text's target appeal.Based on the analysis of the discourse hegemony of the International Framework,this thesis analyzes the implementation strategy and promotion path of the Res Publica: An International Framework for Education in Democracy in the United States from the aspects of project guarantee measures,project implementation subjects and project promotion channels.The fourth part is enlightenment,that is,the seventh chapter of this thesis.This part mainly combines the current situation of the development of ideological and political education in China,and draws many enlightenment from the level of cognition and practice.The enlightenment of cognition includes: we should recognize the hegemonic essence of American civic education text;We should be alert to the "democratic trap" of American civic education texts.It is necessary to expand the field of study of comparative ideological and political education in China.Attention should be paid to the improvement of international dialogue ability of ideological and political education in China.The practical implications include: integrating the research efforts of various academic communities;We should strengthen the construction of international communication of our core values.We should speed up the construction of socialist democratic discourse system with Chinese characteristics in the new era.We should promote the international development of the new think tank of ideological and political education in China.
