Research On The Performance Evaluation Of The Public Welfare Fund Of Provincial Sports Lottery

It has gone through 27 years since the initial issue of sport lottery in China in1994.The issuance of sports lottery is an important measure based on the strategic height of economic and social development in China.The total sales of sports lottery has reached 2.15 trillion yuan(Chinese currency),while the sports lottery public welfare fund has been raised over 560 billion yuan.It has made great contributions to the development of public welfare,elderly care,civil affairs and sports,and effectively promoted the construction of a healthy China and a sports power.With the rapid increase of public welfare fund raising of sports lottery,the continuous improvement of citizens' awareness of participating in and discussing politics,the development and wide application of performance evaluation theory,and the chaos in the use of public welfare fund of sports lottery,it becomes necessary to strengthen the management of public welfare fund of sports lottery.Meanwhile,the performance evaluation of public welfare fund of sports lottery is particularly essential.To carry out the performance evaluation of the use of sports lottery public welfare fund can promote the sports lottery public welfare fund management departments to better perform their duties,promote the sports lottery public welfare fund to better standardize the management,and promote the healthy development of sports.It has theoretical significance of enriching the performance evaluation system of sports lottery public welfare fund,establishing the performance evaluation index system of sports lottery public welfare fund,strengthening the concept of performance,establishing the performance evaluation system,improving the allocation efficiency of sports lottery public welfare fund,and improving the use efficiency of sports lottery public welfare fund significance.This study takes the performance of public welfare funds of sports lottery in China as the research object.The research design,including the technical route,was determined in advance by combining the literature and social survey approach,qualitative and quantitative analysis,normative and empirical analysis,comparative analysis and analytic hierarchy process.The main conclusions are as follows:(1)The current status of the management and use of sports lottery funds were sorted out.By adopting the literature review and comparative analysis,five aspects on sport lottery are illustrated,including the management system of China's sports lottery public welfare fund,the raising of Chinese sports lottery public welfare fund,the distribution of China's sports lottery public welfare fund,the use of China's sports lottery public welfare fund,and the evaluation of the effectiveness of the use of Chinese sports lottery public welfare fund.Since the initial issuance of sports lottery in 1994,the main contributions of sport lottery have been reflected in three aspects,i.e.serving economic and social development,guaranteeing the development of sports,and boosting the development of public welfare.The scope of the use of sports lottery public welfare fund shows the following characteristics and trendsgeneralization of national fitness,systematization of public service,diversification of events and activities,and the normalization of poverty alleviation through sports.(2)The systematic construction of the performance evaluation system for the use of sports lottery public welfare funds was planned.The systematic construction of the performance evaluation system for the use of sports lottery funds is analyzed around the framework structure of the performance evaluation system,the guiding principles of its construction,the objectives of the performance evaluation system,the system system of the performance evaluation system,the method system,the organization system,the standard system and the application of its results.Following the principles of combining wholeness and systemativeness,feasibility and comparability,and qualitative and quantitative analysis,the objectives are set in terms of the meaning of objectives,importance,and significance of objective management.The use of sports lottery public welfare funds is divided into four levels,and the subject and object,scope of work and work procedures are defined.By establishing the standard system,the Delphi method,document analysis,systematic review are adopted.This dissertation selected the Delphi,document analysis,systematic review,fuzzy synthetic evaluation and machine learning to further construct the performance evaluation system and empirically evaluate the use of sports lottery public welfare fund.(3)A performance evaluation index system for the use of sports lottery public welfare funds was constructed.Using the document analysis with relevant policies,reports and literature,this study firstly summarized a pre-evaluation index table for the evaluation of the performance of the use of sports lottery public welfare funds.Based on this framework,a comprehensive evaluation hierarchy model for evaluating the performance of the use of provincial sports lottery public welfare funds was hereby constructed by adopting two-round Delphi.Meanwhile,the constuction of the evaluation model are also followed the guide of the performance evaluation theories related to indicators,evaluation purposes and principles.Furthermore,the corresponding weights of each indicator were calculated.Sports lottery public welfare fund use performance evaluation index system includes a total of 4 first-level indicators(input indicators,process indicators,output indicators,impact indicators);17 second-level indicators,33 three-level indicators.(4)The weight coefficient of each indicator was calculated.Findings show that the weight coefficients of the four first-level indicators are relatively even.Among them,the output indicator has the highest weight coefficient(0.2611),followed by the process indicator and input indicator,which are 0.2512 and 0.2497,respectively,and the impact indicator is the lowest,0.2380.(5)Then,this study evaluated the performance of provincial sports lottery.Using the public statistical data of the sports industry yearbooks across the country as well as the database from Jiangsu,Zhejiang,Shanghai and Anhui,the empirical evaluation research has verified that the indicator system constructed in this study is feasible,and the indicator data collection method is reasonable and practical,with practical operability and popularization.In the full index evaluation study of the four provinces and cities in the Yangtze River Delta in 2018,the rankings were from Jiangsu,Zhejiang,Shanghai to Anhui,respectively.(6)Furthermore,this study also explored the potential application of machine learning in sport lottery research.The paper performs the classical model of machine learning to further valid and explore the empirical analysis.Based on the four-year data of 31 provinces and municipalities from 2014 to 2017,this paper carries out modeling analysis,and uses the K-means clustering algorithm model in the case of unsupervised learning to get the classification results.The classical regression analysis model under supervised learning uses linear ridge regression model,support vector machine regression model and decision tree regression model of random forest algorithm to conduct modeling analysis and obtain the results of each model.Among them,the random forest algorithm regression model has achieved better learning effect and prediction effect.According to the comparison between the prediction results and the full index evaluation results of four provinces and cities in the Yangtze River Delta in 2018,the comparison results are completely consistent.Results further confirm that the index system and methods formed in this study are scientific,reasonable and effective.Last,five countermeasures and suggestions are put forward for the use of the provincial sports lottery public welfare fund: First,the policy system level: perfect the top-level design and form a legal system.At the national level: Improve top laws and regulations at the macro level.At the ministerial level: formulate regulations for the administration of departments and bureaus at the intermediate level.At the provincial level: establish a micro-level provincial-level practical system.Second,the level of awareness: increase publicity and form a common understanding.At the social level: to establish awareness of social welfare.At the management level:establish the awareness of performance management.Third,the level of fund management: clarify the division of responsibilities and powers and form a scientific mechanism.Working mechanism: Establish a communication and coordination mechanism.Budget management: implement a budget management system.Process management: Strengthen the supervision of the use of funds.Audit management:carry out post-event fund audits.Fourth,the level of fund distribution: rational use of funds and scientific distribution methods.In the field of distribution,we must make overall planning and reasonable distribution.Project allocation should be optimized and competition should be introduced.Balanced distribution should pay attention to performance and distinguish between rewards and punishments.Fifth,the performance evaluation level: perfect the evaluation system and perfect the index system.Construct a performance evaluation system systematically,improve the performance evaluation index system,publish public welfare fund performance evaluation reports,rationally use performance evaluation results,and seek intellectual support data support.
