Study On Efficiency Evaluation And Influencing Factors Of Sports Lottery Public Welfare Fund In China

The sports lottery public welfare fund(hereinafter referred to as the sports lottery public welfare fund)is an important source of funds for the development of sports and the enhancement of people’s physique in my country.In the past 30 years since the sports lottery was issued,the sports lottery public welfare fund has been continuously expanded.As the "lifeline" of sports,it has carried forward the tenet of "from the people,used for the people",and continued to support the "National Fitness Program" and "Olympic Glory Program".,and actively provide funds to promote the construction of a healthy China and a sports power.Although sports lottery public welfare funds tend to be standardized and legal in the process of raising,distribution and use in recent years,there are still problems.Effectively improve the management and use of sports lottery public welfare funds,and improve the use efficiency of sports lottery public welfare funds.Therefore,this study focuses on the use efficiency of sports lottery public welfare funds in my country and its influencing factors.This research investigates the current situation of sports lottery public welfare fund management and use in my country’s provinces,municipalities,and autonomous regions,and organizes data.Based on relevant principles and actual conditions,a scientific and reasonable evaluation index system for the input-output efficiency of sports lottery public welfare funds is constructed,and the factors that affect the use efficiency are sorted out.Based on the efficiency theory and principal-agent theory,the DEA method,the Malmquist index model and the Tobit econometric model are used to empirically analyze the utilization efficiency and influencing factors of my country’s sports lottery public welfare funds.Through this research,the main conclusions are drawn as follows: 1)The evaluation index system of my country’s sports lottery public welfare fund utilization efficiency including 2 first-level indicators and 9 second-level indicators has been initially constructed.Input indicators include funds for construction,operation and maintenance of mass sports venues and facilities,funds for mass sports activities and organization construction,and youth sports development funds.Output indicators include the area of new sports venues per 10,000 people in the year and the number of new sports equipment per 10,000 people in the year,the number of social sports organizations per 10,000 people,the number of people participating in the national physical fitness monitoring per 10,000 people,the number of youth sports clubs per100,000 people,and the number of young reserve talents per 10,000 people;2)my country’s sports lottery public welfare fund utilization efficiency is generally at a medium level,which is mainly affected by pure technical efficiency and needs to be improved;3)my country’s sports lottery public welfare fund total factor productivity is volatile and is mainly affected by changes in technological progress;4)Population density and government supply willingness have a positive impact on the use efficiency of sports lottery public welfare funds.On the basis of the previous research,relevant suggestions for improving the use efficiency of sports lottery public welfare funds in my country are put forward: first,strengthen the standardized management and use of sports lottery public welfare funds,and ensure the scale of capital investment;second,improve the overall planning level of sports lottery public welfare funds,and promote the structure of capital investment.Reasonable;third,promote the reform and innovation of sports lottery public welfare fund management work,and focus on improving the level of scientific management;fourth,maintain the continuity and coherence of the policy environment,and improve the stability of the use of funds;fifth,strengthen the macro-coordination of funds and promote regional coordination develop.
