With its 70-years construction,China's unique and basic teaching and research system has become an important support to the reform and development of China's basic education.Since the 19 th National Congress of the Communist Party of China,teaching and research work has faced new tasks and new requirements.In the Opinions on Strengthening and Improving the Teaching and Research Work of Basic Education in the New Era,the Ministry of Education pointed out: "There still exists some problems in the teaching and research work in terms of imperfect institutional systems,unscientific teaching and research methods as well as insufficient conditions and guarantees,etc.These all need to be solved urgently." in 2019.Teaching and researchers of physical education are organizers and executors of physical education and research work.Their level of competence is the key to improve the quality of physical education teaching and research.The identification and application of key elements of competence of physical education teaching researchers in primary and secondary schools are necessary.Because they are the basis for building a team of physical education teaching researchers with strong political thoughts,outstanding professional capabilities and a high level of competence.They are also the breaking point to solve existing problems.They have great value and practical significance to promote the high-quality development of schooling physical works in the new era.Using the competence theory,job analysis theory,job matching theory as the theoretical support,and methods like questionnaire survey,grounded theory,Delphi and others,this study focused on the topic of "key elements of the competence of physical education teaching researchers in primary and middle schools" and demonstrated the argumentation process of discovering,asking,analyzing,and solving problems.Firstly,taking the extraction of the key elements of the competence of teaching researchers in the primary and middle school as the entry point,identified,refined and integrated the key elements through literature analysis and event interviews.Secondly,taking the establishment of the key elements of the competence of the physical education teaching researchers in the primary and secondary schools as the foothold,screened,revised,judged the key elements by the Delphi method and statistical analysis method.Thirdly,focusing on the demonstration and application of key elements of competence of physical education teaching researchers in primary and middle schools,the study discussed the characteristic differences,level differences and constraining factors of the competence.Then,taking the development strategy of key elements of the competence of physical education teaching researchers in primary and middle schools as a role point,the author proposed a targeted solution path based on the actual investigation of the restrictive factors.Finally,taking the prospect of using the key elements of the competence of physical education teaching researchers in primary and secondary schools as the homing point,the study analyzed the advantages,procedures and strategies of integrating the key elements of the competence into the construction of the team of physical education teaching researchers.The main conclusions are as follows:(1)The multiple extraction and establishment of key elements of the competence of physical education teaching researchers in the primary and middle schools provide a scientific basis for their selection,training,assessment,and management.Finally,the key elements are composed of 5 first-level elements,including the personal characteristic,the teaching and research achievement,the teaching and research knowledge,the guidance capability and the organizational coordination,and 24 second-level elements,such as physical state,mental state and personality characteristic.A unique structure of competence system is formed with the second-level elements.In the second-level elements,physical state,mental state,and personality characteristic lay the foundation to the competence of the physical education teaching researchers in primary and secondary schools.Service awareness,professionalism and responsibility are internalizations.Teaching achievements,academic achievements,and industry influence are externalities.Physical professional knowledge,physical teaching knowledge,and education knowledge are the core.The carriers of the system include basic teaching skills training,informatization teaching,thematic teaching and research training,subject leadership,organization of teaching and research forums,building a learning community,online teaching and research,uploading and distributing,overall coordination,event planning,plan execution,and organization controls.(2)Among the theoretical connotations and logical relationships of the key elements of the competence of physical education teaching researchers in the primary and middle schools,the driving force is the personal characteristic,which means their cognitive,attitudinal,consciousness,ability and other stable psychological characteristics and behavioral tendencies shown in the process of teaching and research.The contribution is the teaching and research achievement,which means their achievements,honors and influence in the field of physical education and research.The guidance capability is the vitality,and can provide the foundation need for physical education teaching researchers in the primary and middle schools to identify,analyze and solve problems in school physical education,and to make scientific evaluations and suggestions for improvement.The teaching and research knowledge is the supporting force and also a systematic knowledge system of principles,concepts and procedures required by physical education teaching researchers in the primary and middle schools to engage in their work.The organizational coordination is the guarantee.It is the comprehensive ability of communication,planning,collaboration and management used to achieve the effectiveness of physical education teaching and research activities and to guarantee the accomplishment of physical education teaching and research tasks.(3)The application of key elements of the competence of physical education teaching researchers in the primary and middle schools reflects the competence of physical education teaching researchers in primary and secondary schools in China shows high levels in all dimensions: the best one is the personal characteristic.And the following are good performance of the teaching and research knowledge,the guidance capability and the organizational coordination and the last one is poor teaching and research achievement.The specific score of physical education teaching researchers with different characteristics shows that the overall score of the competence of male teaching researchers is better than that of female;the overall score of the competence of physical education teaching researchers at the age ? 35 years is significantly lower than that of other age groups,and the overall score of the competence elements of physical education teaching researchers with only 0-5 years of first-line teaching experience is significantly lower than those of other year groups,and there does not have significant difference among other year groups.There is a positive correlation between the overall score with education,professional title,and teaching and research level.There does not have significant difference between the overall score and full-time or parttime groups of physical education teaching researchers;there also does not have difference between the different groups of teaching and research years.The overall score of the competence factor of physical education teaching researchers in Northern-China region with rapid economic development,high degree of openness to the outside world,and good resource allocation is significantly better than those in other regions.(4)There are some internal strategies for the development of key elements of the competence of physical education teaching researchers in primary and secondary schools,including enhancing the value recognition of competence development of physical education teaching researchers in primary and secondary schools,promoting a professional selfawareness of that,and forming the practical rationality of competence development.There are some external strategies for the development of key elements of the competence of physical education teaching researchers in primary and secondary schools,including clarifying the job functions and job positions of physical education teaching researchers in primary and secondary schools,improving the professional system and specific requirements as well as the guarantee mechanism and the supervision and evaluation of that.(5)Being the in-depth characteristics of meaning an individual can be effectively qualified for physical education teaching and research,the key elements of the competence of physical education teaching researchers in primary and secondary schools can be used in the session of selection access,professional development,assessment and evaluation by creating evaluation tools,selecting self-assessment and other assessment methods.It also provides some new ideas to solve team-building problems,like difficult selection,training,development,assessment,evaluation and management of physical education and research teams under unscientific education evaluation orientation.In specific practice,it is necessary to closely integrate the development reality,strictly follow the scientific procedures,and reasonably standardize the implementation process to maximize its value.
