In the past 30 years,modern tourism industry has developed vigorously,and tourism has become the largest industry in the world.China’s tourism has been incorporated into the national strategic system and become a new strategic pillar industry with rapid development.Tourism has become an important part of people’s daily life.According to the data,in 2018,the number of domestic tourists was 5.539 billion,and the per capita travel was about 4 times a year.China has entered the era of popularization.Scenic spot is the attraction center of tourism consumption,which has been concerned by the government,market and tourists.In recent years,during the peak period of tourism,especially during the national holidays such as "National Day" and "May Day",the domestic high-quality scenic spots are often full of tourists,there is a "blowout" phenomenon,which has a huge potential safety hazard.For this reason,the state has issued a lot of policies to strengthen the management of scenic spots,in order to improve the safety experience of tourists in scenic spots.However,due to the comprehensive factors such as insufficient supply of high-quality scenic resources and lagging construction of some facilities in the scenic spot,the scenic spot or part of the scenic spot still appears full and crowded during the peak period of tourists,which seriously affects the external image of the scenic spot and the personal safety of tourists.Under this background,the emergency management of tourist peak time is particularly important.Especially in the face of unconventional emergencies,scenic spots should have targeted,scientific and systematic tourist flow control decisions.Therefore,this paper studies how to control and decide the tourist flow in the emergency management stage.The specific contents and conclusions of the study are as follows:The first content is the analysis of scenic spot emergency management and passenger flow control.Firstly,the scenic spot system and its composition are analyzed from the perspective of system.Then combined with the theory of public security,the paper analyzes the work basis and problem connotation of the scenic spot emergency management passenger flow control with the main line of emergency events,disaster bearing bodies and emergency management.For emergencies in scenic spots,the types,causes,characteristics and influences of different scenic spots and their possible emergencies are analyzed.For the two disaster bearing bodies of tourists and scenic facilities,this paper analyzes the tourist recreation behavior,flow rule,road facilities and information service facilities closely related to passenger flow control.For the emergency management of scenic spots,the emergency management system framework and emergency management plan are analyzed.Finally,through the analysis of the passenger flow control decision in the emergency management plan,it is proposed that the scenic spot should build an all-round,three-dimensional and highly integrated emergency management system.In view of unconventional emergencies,we should establish a "scenario-response" management mode and use computer simulation technology to study the passenger flow control decisions under different scenarios.The second content is the simulation research on the passenger flow control of the scenic spot emergency management.Firstly,the simulation method of crowd emergency evacuation is summarized,and according to the scientific problems,the hybrid model based on cellular automata(CAM)and multi-agent system(MAS)is selected as the simulation model.Then the cellular automata model,multi-agent system model and ripple diffusion algorithm(RSA)are introduced,and the model and algorithm are improved according to the actual demand of scenic spot system and tourist evacuation.Then it introduces the data preparation and collection of tourist flow control simulation,and through the construction of the system framework of the scenic spot emergency management tourist flow control simulation,describes how to obtain the control measures under the specific unconventional emergency scenarios.Finally,the running function of CAM and RSA is tested based on MATLAB software.The third content is the research on decision support of emergency management passenger flow control.Firstly,the connotation of decision support and decision support system are summarized.According to the scientific problems,the decision support system of tourist flow control based on simulation is constructed.Then,after the analysis of the decision-making of tourist flow control based on the "scenario-response" management mode,a "point-matrix" tourist flow control scheme library for the unconventional emergencies in the scenic area is constructed.It forms the decision-making support of tourist flow control and control of scenic spot emergency management together with the control measures of "forecast-response" mode.Finally,taking the "Yu Lan Tang" of the summer palace as the accident point,the simulation research of tourist flow control in specific fire scenarios is carried out based on MATLAB software,and then the decision support of tourist flow control in emergency management of the summer palace scenic spot is realized.The main innovations of this paper are as follows:(1)In this paper,a systematic view of scenic spots and its components is proposed,and the scenic spot system is modeled and simulated,and the passenger flow control and decision-making of scenic spots are studied.The current emergency management is considered as "forecast-response" mode management,and the construction of "scenarioresponse" mode emergency management for unconventional emergencies is proposed,and the comprehensive,three-dimensional and highly integrated emergency management system for scenic spots is also proposed.(2)Based on the hybrid model of cellular automata and multi-agent system,the simulation system of scenic spot passenger flow control is constructed.Based on the characteristics of scenic spot system,passenger flow and the requirements of scenic spot emergency management,the cellular automata model and ripple diffusion algorithm are improved,and a fast method to solve the optimal evacuation path from multiple sources to multiple destinations for tourists in scenic spots is explored.(3)A decision support system of passenger flow control based on simulation is constructed,and a "point-matrix" scheme library for unconventional emergencies is proposed."Point" is different accident point,and "matrix" is the scenario classification matrix corresponding to each accident point.It is proposed to combine the "point-matrix" scheme library with the current flow restriction and diversion measures to form a systematic decision support for the emergency management of scenic spots.
