Industrial cluster is a common phenomenon in the process of economic development. Given the demonstration effect of successful industrial clusters, industrial cluster has become development strategies in many countries and regions. However, the development of industrial clusters is not once and for all, also have potential risk. If not timely be upgraded, industrial clusters will face a recession, thereby affecting regional development of economic. Industrial clusters in the upgrading process, usually accompanied by the transfer of industries, but the transfer of industries also affects the upgrading of industrial clusters. In this paper, industrial transfer is as a starting point to sdudy the effect of the transfer of industries to the upgrading of industrial cluster, demonstrating from both theoretical and empirical sides, and made for political recommendations of the Pearl River Delta cluster upgrading according to the problems existing.Industrial Clusters are developed in the Pearl River Delta earlier. Due to the rising price of production factors, the "new labor law", the appreciation of RMB, the increase of international trade barriers, the shrinking demand in overseas markets and other factors in recent years, Industrial Clusters are facing pressures of upgrading. For the successful upgrading of industrial clusters, the Pearl River Delta should transfer the labor-intensive and resource-intensive industries to less developed surrounding areas, and stepping up training and introducting new technologies and new industries, especially high-tech industries and modern services, to achieve their own cluster upgrading. In the Transfer process, the Pearl River Delta should also be wary of "industrial hollowing out" risk and environmental pollution problems, make plans to carry out the transfer, and prevent the blind transfer.
