Research On Construction A "Polar Silk Road"

The research on the construction of the "Polar Silk Road" is based on the geographical concept of the Arctic,Arctic Circle and Arctic Ocean as well as cooperation with relevant countries.With the global warming,the Arctic sea ice gradually melts,making the navigation of the Arctic route possible and the construction of the "Polar Silk Road" feasible.The "Polar Silk Road" is the most convenient shipping channel between Asia and Europe,relying on the Northeast channel of the Arctic route,passing through the coastal fulcrum port in the north of Russia and Europe.This paper based on the endowment theory,regional economic integration theory,geo economic theory,sea power theory and other relevant theories,and focuses on the analysis of waterway and port infrastructure construction,Arctic energy,and financial cooperation related to the construction of the "Polar Silk Road",as well as the expected effects,existing problems and Countermeasures under the framework of the "Polar Silk Road".Waterway and port infrastructure are the foundation of the construction of the "Polar Silk Road".The ice free time and the natural condition of the channel along the Northeast channel are the basis of route planning.The standards of port interconnection,cooperation facilitation and resource endowment are the conditions for determining the fulcrum port.The construction of the channel and port include the planning,development and design of infrastructure with hardware and software facilities,port and city functions.Through the construction of the channel and port infrastructure,the Northeast channel of the Arctic route should have airworthiness conditions and commercial value.Energy cooperation is the focus of the construction of the "Polar Silk Road".According to the principle of maritime cost calculation and resource endowment complementarity,energy industry cooperation,especially Arctic oil and gas development cooperation with Russia,is an important part of China's participation in Arctic development.Take the China-Russia Yamal LNG project as an example,in-depth study of oil and gas project cooperation.Take the construction of various characteristic industrial parks as an opportunity to carry out energy platform cooperation.In order to ensure the success implementation of energy project cooperation,the energy cooperation system research is necessary.Financial cooperation is the guarantee of the construction of the "Polar Silk Road".International financial cooperation should not only improve the overseas service ability of financial enterprises through credit and capital cooperation of commercial banks,but also provide innovative products for domestic and foreign enterprises.It is also necessary to establish a sound international financial cooperation system through the cooperation of development financial institutions to ensure the scientific planning,financing and implementation of large-scale projects.We should also cooperate with financial infrastructure so that the trading system and regulatory system can support financial cooperation.Through the study of industrial cooperation,we can judge the expected effect of the construction of the "Polar Silk Road".A large number of infrastructure construction needs can find new markets for domestic excess capacity,promote the development of related industries,and provide external space for Chinese enterprises to "go global";The cooperative development of oil and gas resources between China and Russia can increase the proportion of China's natural gas imports,reduce the structural contradiction of energy security,increase the proportion of domestic clean energy consumption,and upgrade the industrial structure of energy technology and equipment;A large number of project cooperation between China and Russia in the the "Polar Silk Road" will increase China's direct investment in Russia,expand the quota of bilateral trade,indirectly improve the level of RMB internationalization,and promote the opening of free trade agreement negotiations between China and Russia.The construction of the "Polar Silk Road" also faces many problems and dilemmas,including poor natural conditions in extremely cold areas,relatively many natural obstacles to promote the project,huge funding gap for waterway construction and industrial cooperation,further innovation in the technology needed for the exploitation and storage of Arctic oil and gas resources,simultaneous development of Arctic resources and ecological and environmental protection,and relevant countries.There are a series of problems,such as the overlapping of ocean and continental shelf,the construction and improvement of institutional cooperation mechanism.Therefore,the construction of the ice silk road needs more specific,pragmatic and strategic strategies.
