| The thought of Marxist international cooperation has great significance to China in the practice of international cooperation after China carry out the reform and opening up policy.President Xi Jinping proposed building the "Silk Road Economic Belt" strategic,is the latest achievements in guiding ideology of international cooperation in China’s foreign cooperation in the practice of the thought of Marxist international cooperation.In the construction of the"Silk Road Economic Belt",energy cooperation has become the most important part.Therefore,it has great practical significance to study the energy cooperation mechanism of"Silk Road Economic Belt" based on the thought of Marxist international cooperation.The energy issues are always an important issue related to the national security of China.Construction a "Silk Road Economic Belt" energy cooperation mechanism can ensure the energy cooperation between the relevant countries going smoothly,that can protect China’s energy security.At present,the construction of "Silk Road Economic Belt" energy cooperation mechanism has achieved initial success,but it still need to be improved.This paper is based on the thought of Marxist international cooperation and energy cooperative theories,according to the basic method of historical materialism,adopts the method of combining theoretical research and empirical analysis,analyzes the feasibility and realistic basis to construction the energy cooperation mechanism of "Silk Road Economy Belt",and find out the existing problems of the energy cooperation mechanism,then deeply studies the reason why the obstacles of the energy cooperation mechanism of the "Silk Road Economic Belt" exist.At last,this paper puts forward some suggestions on how to improve the energy cooperation mechanism of "Silk Road Economic Belt" with the relevant theory.The countermeasures of this paper are as follows:to construct and perfect the energy cooperation mechanism of the "Silk Road Economic Belt",we need to establish a new Silk Road energy cooperation mechanism which is more complete.The way to establish a new Silk Road energy cooperation mechanism including:set up a new Silk Road energy cooperative organization and develop the new Silk Road energy cooperation principles.Mechanism should be top designed and macro managed.Cooperation should be effective multilateral cooperation mechanism.Construct the energy strategic reservation mechanism and security emergency mechanism to ensure security in energy cooperation.Through the signing of cooperative trust mechanism to improve communication and dispute resolution mechanisms and regular forums and summits to reduce cooperation in the communication barriers;improve the capital,talent,energy infrastructure and other aspects of protection,to ensure that the new Silk Road energy mechanism can run effectively. |
