The present study intends to contribute to the clarification of the theoretical and empirical constructs that might be influencing to illustrate the current innovation factor on Colombian companies.There is a gap in empirical research addressing the issue of which technological innovation is more effective for Colombian firms in order to achieve an increase in their degree of internationalization(exports over total sales)with the institutional constrains(business constrains)and Firm level factor(international certificate).The main purpose of this research is to support companies from developing countries in their efforts to understand the impact of institution environment and firm level advantage on the relationship between the degree of internationalization and the technological innovation of Colombian firms.With this in mind,the research will consider not just the internal R&D but also the external R&D(inputs),new products,improve products and new processes(outputs).Furthermore,it contemplates not only the indirect exports but also the direct exports for Colombian companies.2.For that we use data from EDIT VIII 2015-2016 made by DANE upon a contingency approach we use hierarchical linear regressions to prove our hypothesis.This research found that both factors from the constrains have a negative direction on the DOI,meaning that environment can be crucial for gaining a better understanding of the real effect of a company’s innovative behavior in the context of institutional voids.A positive and significant effect on the new product and improved products with the lack of IP protection on the DOI and that introducing an international qualification certificate showed a significant contribution of enhancing the effectiveness of an R&D and can over pass the obstacle of financial resources and partner.Also the effect of a firm that has a quality certificate is stronger on DOI than the one,which doesn’t have any.Empirical analyses carried out on the perception of obstacles and their determinants provide useful implications for innovation policies i.e.public supports that aim at stimulating innovation performance and at encouraging innovative efforts.
