As an important driving force for global economic development,information technology is changing the economic and social structure,which is related to China's economic structural adjustment and industrial transformation and upgrading.From the perspective of the development of the entire world economy,technological progress has stimulated the formation of new industries and driven the optimization and upgrading of the industrial structure.Judging from the current world economic structure,countries are undergoing a new round of industrial adjustment and upgrading.New technologies with information technology as the core are leading the industrial structure upgrade of developed countries.In the critical period of rapid informatization and industrial structure upgrade,is it possible for our country to make rapid progress in information technology such as 5G,mobile internet,industrial internet,internet of things,big data,cloud computing,blockchain,artificial intelligence(AI),etc.Keeping abreast of the key links in the advancement of information technology,whether the information industry,non-information industry,and industrial ecology can keep up with the pace of information technology upgrades,and whether it can improve economic efficiency while information technology drives industrial upgrades,these series of questions have been haunting.The author's mind is thinking hard,but the existing research results cannot find a satisfactory answer.This has stimulated the author's research interest.The topic is "Research on the Effect of Information Technology-Driven Industrial Upgrading",insisting on problem orientation,and intends to conduct systematic research on these issues in accordance with the basic research ideas of raising,analyzing,and solving problems.This not only has a certain academic value for enriching the relevant theories of industrial economics,but also has certain practical significance for guiding the practice of information technology driving industrial upgrading.This article mainly includes four aspects of research.The first is to sort out,analyze,and evaluate the latest and major research results in information technology,industrial upgrading,and the relationship between the two.The second is to re-examine the relationship betweeninformation and information technology and its importance from the mainstream of informationistic research paradigm and the height of Philosophy of Information,and reveal the evolution of information,knowledge,data and information technology And the laws of socio-economic development,explore the driving force and transmission mechanism of information technology to drive industrial upgrading,from the development history of global language,text,paper,telegraph,telephone,computer,Internet,blockchain,AI and other information carrier technologies and channel technologies and In application practice,the formation of emerging industries and the progressive pattern of industrial structure upgrading are summarized,combined with the historical practice stage of China's informatization construction,comparative analysis and search for characteristics,revealing the essence of "information technology innovation drives industrial upgrading and development".The third is to empirically select an index system that can reflect China's information technology development level,industrial upgrading and its economic effects,and construct econometric models such as Entropy Weighting Method and Fixed Effects Model.Analysis methods such as Causal Steps Approach and super-efficiency DEA envelope analysis,measure the level of China's information technology development,verify that information technology drives industrial,inter-industry,and industrial ecological upgrading.Analyze consumer spending in information technology and industry.The intermediary role in the upgrading relationship,examining the operational efficiency of information technology on industrial upgrading,and the economies of scale and scope.The fourth is to summarize the empirical analysis conclusions of the level of information technology development and its driving industry upgrading and economic effects,reveal the problems in China's information technology development and information technology driving industry upgrading,and propose corresponding policy recommendations.This article mainly draws four conclusions.First,China's information technology has steadily increased under different contributions.On the one hand,the development level of China's information technology continues to move forward.By constructing a "two-step and three-level" indicator system,this article synthesized the information technology level development index based on the weight of each index given by the entropy weight method,and this index shows that China's information technology development index has steadilyincreased from 2001 to 2018.On the other hand,the level of information technology development varies greatly between different regions,and different indicators contribute differently to the information technology development index.Guangdong,Jiangsu,Zhejiang,Beijing and other regions with higher levels of economic development have higher information development indexes,and Hainan,Gansu,Guizhou and other regions with lower levels of economic development have lower levels of information development.The secondary indicators in the information technology development index In terms of weight,mobile communication technology applications,production of information products,and consumption of information products all account for a weight ratio of more than 0.2,while Internet information technology applications and postal express information technology applications have relatively small proportions,but the three-level indicators are at the first level.Among the weights in the indicator,the number of Internet web pages has the highest weight.The second is to verify that the level of information technology has a significant impact on industrial upgrading.For example,in terms of positive impacts,the consumption of information products,the application of postal express information technology,and the application of Internet information technology not only have a positive driving effect on the upgrading of the industry,but also have a significant positive correlation with the value added of the tertiary industry to the GDP.To a certain extent,it can drive industry-to-industry upgrades.The application of mobile communication technology has a significant positive correlation with the total investment in industrial pollution control.The production of information products and the application of mobile communication technology have a significant positive correlation with solid waste emissions per unit of GDP.They all drive the industrial ecological upgrading to a certain extent.For another example,in terms of negative effects,the industry's upgrades have significant negative correlations with independent variables that reflect the application of mobile communication technology,such as telephone penetration and mobile phone users.This is due to the fact that the mobile communication terminal equipment represented by the mobile phone is replaced by the consumer in a shorter time than the patent application cycle.The R&D expenditure of the information industry has a significant negative correlation with the technology contract turnover in the industry upgrade.This is due to the strengthening of internal R&D expenditures by enterprises in theinformation industry sector to develop technologies with independent property rights,which reduces the demand for outsourced technologies and the decline in the turnover of information technology contracts.Third,consumption has a certain mediating effect in the upgrading of information technology-driven industries.The empirical results of the fixed-effect model of IT-driven industrial upgrades show that among the 60 models,per capita consumption expenditure plays a full or partial intermediary effect in 48 of them,accounting for 80%,indicating that per capita consumption expenditure in the information technology Most indicators of intra-industry upgrade,inter-industry upgrade,and industrial ecological upgrade play a certain mediating effect.This also verifies the basic derivation of the theoretical derivation that information technology directly or indirectly drives industrial upgrading through consumption.Fourth,the overall economic efficiency of information technology for industrial upgrading is relatively stable.The empirical study of the super-efficiency DEA model found that from 2002 to 2018,the coefficients of variation in annual operating efficiency,scale efficiency,and range efficiency were 0.255,0.226,and 0.223,respectively,and the degree of variation was small;The investigation revealed that in addition to the large changes in the economic efficiency of intra-industry upgrades,the annual economic efficiency changes of inter-industry and industrial ecological upgrades are relatively small.The main innovations of this study include three aspects.First,considering not only the direct impact of information technology on industrial upgrading,but also the indirect impact of consumption as an intermediary variable into the model,the power mechanism and transmission mechanism of information technology on industrial upgrading are discussed.The focus is on information technology and its impact on industry.At the same time,the supply side of the structural upgrade also considers the demand side of information and non-information products,and realizes the organic combination of analysis of supply side and demand side.Second,re-examine the importance of information and information technology from the mainstream of the research paradigm of informatization and the philosophy of information,reveal the evolution of information,knowledge,data and information technology,and the laws of socio-economic development.The driving force and transmission mechanism,from the global language,text,paper,telegram,telephone,computer,Internet,5G,blockchain,AI and other information carrier technologies and channel technology development processesand application practices,summarize the formation and industrial structure of emerging industries The law of upgrading,combined with the historical practice stage of China's information combines the promotion effect of information technology on industrial upgrading and economic effects.It not only studies the promotion effect of information technology on intra-industry upgrade,inter-industry upgrade,and industrial ecological upgrade,and proves that consumption plays a part in this role.Or completely intermediary role,and also found that while China's information technology promotes industrial upgrading,it has caused problems of lack of economic efficiency in certain years,certain provinces,and certain stages.This is of great significance to the profound and comprehensive understanding of the impact of information technology on industrial upgrading in academia and practice.
