The slow economic growth of resource-based regions and the "resource curse" restrict collaborative regional development in China.The report of the 19 th National Congress of the Communist Party of China pointed out that "supporting the economic transformation and development of resource-based regions" and industrial transformation and upgrading is the key to the economic transformation of resource-based regions.The dependence on resource industries faced by resource-based areas has led to the slow development of manufacturing and strategic emerging industries.Low-end lock-in has formed in the evolution of industries.Moreover,accelerating the transformation and upgrading of resource-based regional industries is a hot topic that governments at all levels and academia continue to pay attention to do.The practice of industrial transformation in resource-based regions in China has gone through a long time.However,industrial transformation and upgrading is still a fundamental problem faced by resource-based regions.The academic circles pay more attention to the industrial transformation and upgrading from resource-based areas,especially resource-exhausted cities,but less focus on resource-based region's fragile industrial ecosystems.Based on the perspective of industrial ecology,the research on the low-end lock-in and transformation and upgrading of industries in the resource-based areas has essential theoretical and practical significance for enriching theories of industrial economics,industrial ecology and industrial relevance,and promoting the industrial transformation and upgrading of China's resource-based regions.The thesis uses methods such as mechanism analysis,social network analysis,metrological inspection,case studies,based on the perspective of industrial ecology,with the industrial sector as the primary research object,using two types of data from the China Industrial Enterprise Database and the "China Industrial Statistical Yearbook" to study resource-based regions Industry evolution.First of all,based on sorting out the literature on industrial transformation and upgrading,product space,resource industry dependence and transformation and upgrading,propose an industrial ecosystem analysis framework to explain the evolution mechanism of resource-based regional industries;secondly,use product space theory to build China's resource-based provincial industrial space Network diagram,test the inverse relationship between resource dependence and industrial evolution;then,use the econometric model to test the influence of industrial ecology on the development of resource-based regional industries;then,conduct a case study on the typical resource-based city taking example as Changzhi city;finally,based on the research achievement propose resource-based local industries Path selection and policy recommendations for transformation and upgrading.The main points of the thesis and possible innovations include the following:(1)Drawing on ecological ideas,proposing concepts and models of industrial ecosystems,and building a theoretical framework for low-end lock-in and transformation and upgrading resource-based regional industries.Use the theory of ecosystem composition and succession model to construct an industrial ecosystem and its evolution model consisting of industrial foundation,industrial elements,industrial services,industrial facilities.Industrial development is a promotion model to drive other industries through positive associations,and industrial development does not.It is a stochastic model that neutrally influences other industries' development,and it is a suppression model that industrial development squeezes out another sector.In the industrial sector,resource dependence formation leads to industrial ecology deterioration by squeezing out manufacturing,production factors,quality services,and infrastructure.The decline of the industrial ecology leads to the reverse evolution of the industrial structure,forming a restraint model of low-end lock-in of resource-based regional industries.To promote industrial transformation and upgrading,first,carry out resource industry control to avoid resource dependence,and form a stochastic model conducive to the growth of new manufacturing industries.Then the government guides the transformation of resource income,accelerates the cultivation of new leading manufacturing industries,and enters the first stage of the promotion model,finally,through manufacturing.The second stage of the promotion model is driven by the endogenous linkage of new leading industries and realizes the benign interaction between industrial ecology and industrial evolution.Promoting industrial diversification and industrial relevance under the industrial sector's assumption is the key to transforming and upgrading industries in resource-based regions.(2)Expansion of product space theory explains the low-end lock-in of resource-based regional industry evolution.Using the four-digit code industry data of the China Industrial Enterprise Database from 2003 to 2013,the focus is on expanding the range of assignments from the traditional [0,1] to [-1,1] in the proximity calculation to build a spatial network of positive and negative industries in China Benchmark map.The positive industrial space network has a "core dense-marginal sparse" structure.The core area is high-proximity manufacturing industries such as textiles,electrical machinery and equipment,and electronic communication equipment,and the marginal zone is low-proximity resource types such as mining,coking,and metal smelting industry.The harmful industry spatial network is a "centre-periphery structure composed of many small-scale industries and multiple industries.The " centre and "peripheral" industries are mutually exclusive and inhibiting.The "centres" are mostly resource-based industries such as mining,and connected to it are the equipment manufacturing and recent industries that are "repressed" by resource-based industries.Resource-based provinces such as Shanxi and Qinghai,highly dependent on resources,have a small number of profitable enterprises.The comprehensive index and industrial density of profitable industries are relatively low.The measurement results show that the increase in resource dependence will significantly decline in the number of dominant sectors and the comprehensive index of profitable regional industries' proximity.That is,resource dependence leads to the reverse evolution of the industry.(3)Taking the number of explicit comparative advantage industries in the industrial sector and the comprehensive index of the proximity of profitable regional industries as the explanatory variables,the econometric model is used to analyze industrial ecology's impact on evolution resource-based regional sectors.The "province-industry-year" three-dimensional data research states that the lagging period of the explained variable and the lagging period of industrial density significantly positively impacted industrial upgrading.Industrial upgrading has the characteristics of path dependence,and provinces with high resource dependence are the most influential,while those with low-resource Dependent sections are less significant.Research on the two-dimensional panel data of "province-year" found that economic development and industrial evolution have an "inverted U-shaped" non-linear relationship.Still,the high-resource-dependent group has a "U-shaped" relationship.Resource dependence is still the driving force for industrial upgrading in resource-based regions.From the perspective of industrial ecology,it states that the industrial foundation,factor endowments,industrial services,and industrial facilities have a significant impact on industrial evolution.The improvement of industrial ecology is conducive to the promotion of industrial upgrading in resource-based regions.The mechanism test shows that resource dependence will harm industrial upgrading by squeezing out material capital,human capital,and reducing population density and other industrial factors;resource dependence will also squeeze out the development of the transportation network and the private economy,affect the vitality of economic growth,and hinder the region—industry evolution.Finally,the explanatory variables were replaced by the industrial diversification index and the three industrial structure upgrading indexes for testing.(4)Take Changzhi City as an example of a typical resource-based city and the first batch of 12 industrial transformation and upgrading demonstration zones in the country.The service industry in Changzhi's "two-three-one" industrial structure develops slowly.Resource dependence and heavy industrialization in industrial design are apparent,but they are on a downward trend.In the industrial space network diagram,Changzhi's profitable industries are at the edge of the positive industrial space network and the "center of the negative industrial space network" position.The evolution of Changzhi's industry presents path dependence,path creation,and path interruption.The coal industry regulation in Changzhi has led to a slowdown in dominance and improvement in industrial quality.Industrial ecological progress focusing on improving industrial elements,industrial services,and industrial facilities has created a manufacturing and emerging industries conditions.It has helped Changzhi's industrial evolution from a restraint model to a Stochastic model promote model transformation.(5)Propose path selection and policy recommendations for industrial transformation and upgrading in China's resource-based regions.Resource-based areas can achieve path-dependent industrial upgrading through industrial reengineering,industrial extension,and industrial withdrawal.They can also achieve path-breaking industrial upgrading through industrial implantation,industrial cultivation,and industrial integration.Finally,suggestions on optimizing the industrial ecology and promoting the transformation and upgrading of resource-based regional industries are promoting the development of industrial clusters through industrial linkages,improving the endowment of production factors,enhancing industrial service capabilities,and improving infrastructure guarantees.There are a few possible innovations following that: First,try to learn from ecosystem theory,build an industrial ecosystem and its evolution model consisting of industrial foundation,industrial elements,industrial services,and industrial facilities,and then build a low-end lock-in for resource-based regional industries based on the perspective of industrial ecology Based on the theoretical framework of transformation and upgrading,it analyzes the restraint model of the deterioration of industrial ecology and the reverse evolution of industrial structure caused by resource dependence and proposes the stochastic model and promotion model of industrial transformation and upgrading driven by resource control,government guidance,and endogenous correlation.The second is to extend the traditional product space theory proximity range[0,1] to [-1,1] to show the inhibition model of industrial ecological evolution and propose positive and negative industrial space to reveal the typical negative industrial associations in resource-based regions.Reliance on the resource industry will crowd out the development of the manufacturing industry.Thirdly,the comprehensive use of the number of regional dominant comparative advantage industries and the comprehensive index of the proximity of advantage industries to measure the industrial evolution variables,as well as the case study of Changzhi is the characteristic of the dissertation.
