| Facing the challenges of new normal economy,the central government has put forward the idea of two-way reform,including supply-side and demand-side,to promote sustainable economic development,and formulated the new urbanization strategy as well as rural revitalization strategy.The fundamental purpose is to improve the level of social productivity,optimize the allocation of resources,implement the people-centered approach,vigorously improve the quality of development,and realize socialist modernization in every respects.However,there are regional complexity and differences between the Issues of agriculture,farmer and rural area and the new urbanization.Heilongjiang reclamation area,as the largest reclamation area in China,has a remarkable demonstration effect of modern agriculture,which are a high proportion of agriculture and particularity process of urbanization.The coordinated development of agricultural mechanization and new urbanization is related to food security,the two-way reform of supply and demand,and the favorable realization of regional new urbanization and rural revitalization strategies.Therefore,based on existing research,this article is based on the idea of combining theory with practice,which on the account of Agricultural System Engineering,Synergy theory,Econometrics theory,Development Economics theory,Statistics theory,and other multidisciplinary theories.Moreover,this study is a combination of qualitative and quantitative study where multiple methods were applied to collect original data,in order to have deeper understanding the issue of the interactive and coordinated development of agricultural mechanization and new urbanization in Heilongjiang reclamation area.(1)The research model of coordinated development between agricultural mechanization and new urbanization in Heilongjiang reclamation area was established.On the basis of defining the connotation of agricultural mechanization and new urbanization,this article analyses the influencing factors and existing problems of agricultural mechanization and new urbanization in Heilongjiang reclamation area by present order.Draw on New Ggrowth Theory and System Theory,in the combination of Heilongjiang reclamation area reality and experience of developed countries.The interactive development mechanism of agricultural mechanization and new urbanization was analyzed,and a VAR model with two variables was established.(2)Synthetically evaluate the development level of agricultural mechanization and new urbanization in Heilongjiang reclamation area.The DPSIR conceptual model provides an fundamental basis of five dimensions,including driving force,pressure,influence,state and response.The comprehensive evaluation index system of agricultural mechanization and new urbanization in Heilongjiang reclamation area was established,and the linear model calculated by the weighted average method was used to conclude that the comprehensive evaluation value of agricultural mechanization in the Heilongjiang reclamation area increased from 0.2 in 2004 to 6.21 in 2018.The comprehensive evaluation value of new urbanization increased from 0.19 in 2004 to1 in 2018.The comprehensive development level of the two systems showed a trend of continuous improvement,and the major factors such as economic income,agricultural machinery power,labor productivity,and people's cultural literacy had a significant impact on each system.In the evaluation process,the subjective weight is calculated by the analytic hierarchy process,the objective weight is calculated by the projection pursuit model optimized by the particle swarm optimization algorithm,and then the comprehensive weight is obtained for evaluation.(3)Empirical study on the relationship between agricultural mechanization and new urbanization dynamic development in Heilongjiang reclamation area.Using the system coupling coordination degree model,VAR model and production function model,the paper calculates the coordination degree,dynamic influence relationship and contribution rate of agricultural mechanization and new urbanization by using the time series statistical analysis method.There was a very obvious mutual influence between the coordination degree of agricultural mechanization and new urbanization because of they have reached an excellent coordination level in 2018.Yet,during the time of 2004 to 2015,the coupling coordination degree showed that agricultural mechanization lagged behind the development of new urbanization for a long time.From 2016 to 2018,the development of agricultural mechanization accelerated,while the development of urbanization lagged behind.In 2018,agricultural mechanization and new urbanization almost achieved synchronous and coordinated development,but the new urbanization lagged behind the development of agricultural mechanization slightly.From 2004 to 2018,the average contribution rate of agricultural mechanization to urbanization was 38.76%,and the average contribution rate of urbanization to agricultural mechanization was 53.77%.Based on the Cobb-Douglas Production Function,the average contribution rate of agricultural mechanization to economic growth in the Heilongjiang reclamation area from 2004 to 2018 is 28.78%.Through the contribution value of agricultural machinery and various elements of the input-output elasticity can be seen that Heilongjiang reclamation area economy growing fast in recent years.It is related to labor resources,investment in fixed assets of the whole society,total power of agricultural machinery,investment in environmental protection and investment in infrastructure,including the contribution of agricultural mechanization is most obvious.Therefore,in order to promote the optimization and coordinated development of the two systems,attention should be paid to the development of new urbanization while continuously improving the level of agricultural mechanization development.(4)According to the situation of the district,the countermeasures to promote the coordinated development of agricultural mechanization and new urbanization were put forward.It is often proposed that in order to make the coordinated development of agricultural mechanization and new urbanization,and realize the modernization in an all-round way by 2035,effective strategies should be made in three aspects: policy system,social and economic development,and scientific& technological personnel.At the policy and institutional level,it establishes and improves the industrial support and social service management system,establishes the financial,service and management policy system of agricultural modernization industry support that is compatible with the reform of Heilongjiang reclamation area,gives play to the advantages of the social management function of government departments,and improves the level of urban governance and social security service.In terms of social and economic development,continue to adhere to the development of modern agriculture,give play to the advantages of modern enterprises in management,promote the intelligent and upgraded development of agricultural machinery,extend the industrial chain,and promote the development of agricultural machinery manufacturing and service industry.Continue to optimize and upgrade the industrial structure,give play to the agglomeration effect of characteristic urbanization,strengthen the attractiveness of cities and towns,promote the prosperity of cities and towns,give play to the role of the market,and promote the further optimization of the allocation of resources.In terms of scientific and technological innovation and talent cultivation,we will encourage R&D and innovation,improve the high-tech level of agricultural machinery,train professional farmers with modern agricultural machinery technology and introduce high-quality intelligent professionals in agricultural machinery,so as to form a new situation of integrated urban and rural development with further optimization and coordination of human resources,fund utilization and
