China's urban size distribution has an important and profound impact on China's urbanization process and economic growth in the new period.This influence is very extensive,not only reflected in the spatial distribution of human capital,industrial structure and educational resources,but reflected in the differences of regional growth,differences between urban and rural development and the income gap of residents.Conformation to the law of urban size distribution has positive impact on economic growth,and deviation from normal urban size distribution may result in great loss of urban economic efficiency,thus depressing economic growth.Therefore,the study on whether or not chinese urban size distribution is reasonable,and on the reason why the urban size distribution deviate from the reasonable scale has important theory value and practical significance.This paper focuses on the issue of China's urban size distribution,and studies whether the distribution of China's urban size is reasonable,and the reasons why the distribution of China's urban size deviates from the reasonable Zipf's Law which is academically authorized.With panel data of Chinese cities,analysie the basic facts and evolution process of urban size distribution,and made comparison with academia generally recognize zipf's law.The size distribution of China's cities is not fit in with the prophecy of zipf's law.China's city size distribution is too scattered,and the big cities and small cities population are low,which leads to deviation from the zipf's law for the overall size distribution.In order to study the reasons why urban size distribution deviates from the of zipf's law,the article analyzed with two perspectives:government intervention and market forces.Firstly,a statistical index of population deviation degree is constructed based on Zipf's law,and then the deviation value of all city sizes is measured.At last,an empirical analysis is carried out with government intervention and market forces as the explained variables.This paper found that government intervention and market forces have opposite effects on the size distribution of China's cities: on the one hand,the more the government intervention,the greater the degree of deviation;On the other hand,the higher the degree of marketization,the smaller the degree of deviation.Further,the study on of cities and small cities,respectively,found that,the main reason of deviation for small cities is market forces and the effect of government intervention is limited;On the contrary,for big cities the main reason of deviation is government intervention,while market forces have no significant influence.According to research conclusions,this paper puts forward the following suggestions: Firstly,to make up for the low population of large cities and small cities,the urbanization should be accelerated.“Big cities strategy” and “small cities strategy”in the present should be promoted at the same time.Secondly,The government and the market should play double role at the same time.The government should support small cities further expanding,and at the same time,cancel the limitation policy on the population control on big cities.Further improve the degree of marketization in the small cities,and take full attention to the third industry effect on the size growth of the small cities.Thirdly,make different urban developing strategy,further enhance the leading role of the city to the overall economy.Cancel the restriction on growth of big cities,further remove the regulation of monopoly industries,and let the market play the role of resources allocation,which can make the immigration into large cities accessible.And the focus of the development of small cities should be the development of service industry to expand employment opportunities,but also moderate population agglomeration is necessary,which can improve the level of per capita income.
