With the implementation of the reform and opening-up policy and western development policy, Shaanxi Province’s economy has maintained a high growth rate. The city size of Shaanxi Province has also rapid growth driven by economic development, and the scale of the regionals continues to develop and gradually expand. Zipf Law is an important principle to judge the reasonableness of urban agglomeration and urban size distribution. It is proposed by GK.Zipf who found quantitative relationship between the scale logarithm of the urban population and the coefficient of regression of city-rank logarithm, simply and perfectly reflecting of the relationship between city size and the sort of its scale in all urban areas.By choosing the urban non-agricultural population data in every major region of Shaanxi Province of1990,1995,2000,2006and2011, through the use of the double logarithmic model to verify the Zipf Law, this article firstly has an empirical research and analysis of the relationship between the city size and the city rank of Shaanxi Province to obtain Zipf distribution value of city size in various regions in Shaanxi Province, analyzing and predicting the development and prospects of the city size distribution of Shaanxi Province with the JB normality test method.Through the basis of the empirical studies, it is concluded that the city size distribution of Shaanxi Province experienced the process that is from primate distribution to transition distribution and ideal distribution in the city-scale distribution with the influence of western development policy in1990-2011.Furthermore, this article also sets up a multiple regression model, by selecting the size of the urban non-agricultural population, per capita GDP value, the rate of industrialization, traffic density, foreign direct investment and other related variable quantities, giving an empirical analysis of the Zipf index factors of Shaanxi Province city size distribution by way of using ordinary least squares panel data.
