| Since the founding of new China,China's economic development has made remarkable achievements,by the domestic and foreign praise.However,the economic development in the western region of China lags behind due to geographical isolation,bad natural environment and inconvenient transportation.In order to narrow the regional gap between the rich and the poor,move towards common prosperity at an early date,and realize the great rejuvenation of the Chinese nation,the party and the state have implemented the strategy of regional coordinated development.One of the important policies is that the state and the eastern developed regions assists the poor areas to suit the national finance on the basis of a lot of transfer payments,while the economically developed eastern counterpart support economic development in western region.The essence of the counterpart assistance is an important regional coordinated development policy and poverty alleviation and development policy to achieve common prosperity by helping the rich first and then getting rich..Thanks to more than 30 years of national poverty alleviation efforts,absolute poverty has been eliminated nationwide by 2020,and poverty reduction has been achieved on a large scale at the fastest pace,demonstrating the great superiority of China's socialist system and its strong capacity for national governance.By 2020,China has completed the building of a moderately prosperous society in all respects and won the battle against poverty.Although absolute poverty has basically disappeared,relative poverty and multidimensional poverty still exist,and the task of consolidating the achievements made in poverty alleviation and improving people's quality of life is still on the way.In the post-poverty era,how to consolidate the achievements of poverty alleviation,stimulate the endogenous development ability of county economy,satisfy the people's yearning for a better life in underdeveloped areas,and improving the people's sense of happiness are the major issue of great concern to the Party Central Committee and the key to sustainable economic development in ethnic minority areas.More importantly,in the Rural Revitalization strategy and the great goal of establishing a new mechanism for coordinated regional development by 2035 and steadily promoting common prosperity,the policy of matching assistance will continue to play a bigger role,while the Party and the people are having high expectations.Therefore,it is necessary to study the ways,successful experiences,shortcomings and perfect mechanism of the endogenous economic development ability of the underdeveloped areas through the assistance to promote rural revitalization and regional coordinated development.For the above research,we need to start from the big picture and the small one.This paper studies the endogenous development ability of Liannan Yao Autonomous County under the policy of Counterpart Assistance,and tries to establish the mechanism of sustainable economic development of National Autonomous County.In recent years,with the support of the Party Central Committee and the provincial government,Liannan Yao Autonomous County in Qingyuan City,Guangdong Province,has made great achievements in poverty alleviation,lifting the whole county out of poverty in 2017.At the same time,in the process of Counterpart Assistance,Guangdong Province,in accordance with the relevant instructions and spirits of General Secretary Xi Jinping,pays attention to cultivating the economic endogenous development ability of Lian Nan county.These counterpart measures have laid a foundation for stimulating the endogenous economic development ability of Lian Nan Yao Autonomous County.Combining the actual conditions of Guangdong province Lian Nan autonomous county counterpart aid,with Deng Xiaoping's strategic thinking of "two general considerations" as the background,the thought of socialism with Chinese characteristics to Jinping general secretary of the new era as a guide,according to the principle of Marxist philosophy and the related theory of development of productive forces,the endogenous growth theory in economics,unbalanced development theory and the theory of development strategy of underdeveloped areas,this paper makes comprehensive use of literature analysis,field investigation and the combination of qualitative and quantitative methods,to study the process of Counterpart Assistance in Liannan,focuses on the achievements made by Counterpart Assistance,empirically analyzes whether Liannan has the ability of endogenous development,and uses relevant statistical data and models to give accurate statistical and econometric analysis conclusions.This paper draws the following conclusions through research: First,since the country and Guangdong Province formulated and implemented the counterpart assistance policy,Liannan Yao Autonomous County has firmly seized the opportunity of the times,and made great changes in its economic and social development.The regional overall poverty problem has been solved.The level of economic development has continued to improve,people's working and living conditions have markedly improved,and the industrial structure has been optimized,education has made all-round progress,medical and health care has been significantly improved,and social programs have made substantial progress.With the historic achievements in poverty alleviation in 2020,Liannan county has initially possessed endogenous development capacity.Second,according to the results of empirical analysis,although Liannan Yao Autonomous County has the ability of endogenous development,it can not rely on its own conditions to achieve sustainable economic development.It still needs the counterpart assistance of the state and Guangdong provincial government to achieve sustainable economic growth.According to the guiding ideology of No.1document of the CPC Central Committee in 2021,Several Opinions of the CPC Central Committee and the State Council on Implementing the New Development Concept to Accelerate Agricultural Modernization and Realize the Goal of Comprehensive Wellness,it is necessary to further implement the policy of Counterpart Assistance in rural revitalization,and to further support the endogenous development capacity building of Liannan.Only in this way can we consolidate the hard-won gains in poverty alleviation,promote rural revitalization and achieve high-quality economic development.Therefore,this article,according to the directive spirit of the General Secretary Xi Jinping's poverty alleviation,should pay attention to the construction of endogenous driving mechanism in poor areas.In accordance with the fourteenth national economic and social development five-year plan and 2035 vision outline and the No.1 central document of 2021,the strategy of Counterpart Assistance is continued.On the basis of clarifying the connotation of endogenous development ability,this paper theoretically constructs a mechanism of counterpart support and promotion of endogenous development ability construction,and makes an innovative research on how to improve endogenous development ability of poverty-stricken counties in ethnic minority areas,which are lack of resources,mainly focus on the primary industry,but need ecological protection.Then,taking Liannan Yao Autonomous County as an example,this paper discusses the endogenous development capacity building of Liannan under the Counterpart Assistance from practice,discusses the existing problems and deficiencies,and puts forward the Counterpart Assistance countermeasures and suggestions to promote the endogenous development capacity building of Liannan Yao Autonomous County: taking industrial development as the carrier,cultivating entrepreneurs as the key,and changing people's thoughts as the guarantee;We should create an external environment for endogenous economic development,implement the two-way orderly flow of internal and external factors,and give full play to the respective advantages of the market and the government.We will expand the scope of Counterpart Assistance and change the pattern of economic growth.To promote regional transformation and upgrading,to optimize the industrial development path,to focus on cultivating human capital and improving the level of science and technology,to enhance the vitality of market economy and cultivate a good business environment,we should strengthen the relationship between the partners,establish benefit sharing mechanism,strengthen the capacity building of sustainable economic development,stimulate the initiative of the partners,enhance the ability of regional coordinated development,and offer suggestions for rural revitalization,ethnic unity,and common prosperity in Liannan. |
