| In the national working conference on providing counterpart assistance to Xinjiang, which was held in March, 2010, a new round of work for aiding Xinjiang from 2011 to 2020 was fully deployed. The three original aiding counties, Shufu, Jiashi and Zefu in Kashi, was adjusted to Minfeng, Cele and Yutian in Hotan prefecture. The work in the new era is highly political, extensive and persistent, which has close relation to the socialist construction. The three counties, Minfeng, Cele and Yutian, which are located at the southernmost point of the south of Xinjiang and in the crack zone of Kunlun Mountains and the Taklimakan Desert, are the most economically backward areas in Hotan prefecture and the national poverty counties with poor infrastructure. The counterpart support work to be carried out in the region will be faced with many complex issues of unprecedented opportunities and challenges. First, the thesis systematically analyzes the current situation and prospects, advantages and obstacles, opportunities and challenges of the three counties through the theoretical study on regional economy and Aid-the-Poor Program. Second, the thesis discusses the characteristics of supporting Xinjiang and the problems in the new era. At the same time, it puts forward a series of strategies and suggestion with relation to the supporting task in the next five to ten years, which include protecting and improving people's livelihood, carrying out intelligence support, promoting competitive industries, enhancing the efficiency of agricultural production levels, protecting of ecologically sustainable development and promoting win-win cooperation. Finally, the thesis proposes countermeasures to guarantee the program of supporting Xinjiang from the following aspects: strengthening organizational leadership, establishing a sound working mechanism, grasping the project construction and management, strengthening financial operations and management, cooperation and coordination, inspection and supervision. |
