The counterpart assistance of Xinjiang begun in the 1990 s is an effective measure to keep Xinjiang steady and prosperous. The symposium held in 2010 signaled a new round assistance.19 provinces and cities take efforts to assist Xinjiang in the field of people's livelihood, introduction of talents and industrial development. This assistance substantially covers the entire Xinjiang except for a few areas. The scale is unprecedented both in funding and assistance areas. As of 2015, the assistance win a first battle, making Xinjiang change dramatically in areas of infrastructure, health services, science and technology, education, and human resources. The follow-up auditing in China originated from 1989, but developed very slowly until recent years, especially since 2008, when it has a rapid development and wide application. Follow-up auditing plays an important role in the supervision of economic activity and is applied in the auditing of counterpart assistance project. Up to now, the National Audit Office, together with local audit offices have already carried on follow-up auditing for five consecutive years. It is quite effective in the regulation of projects and funds management, improvement of investment efficiency and prevention of corruption. It is an important guarantee for the smooth implementation of the assistance work and also very representative in the audit practice.This paper makes a deep analysis and discussion of the follow-up audit practice of the 19 auditing bureaus. The first part is an introduction, including the background of counterpart support and follow-up auditing, literature review for the current study, as well as the research methods and contents of this paper. The second part is a theoretical introduction, mainly expounds the connotation of counterpart support and follow-up audit and its characteristics compared with other auditing forms. Then I analyze the significance and necessity of the audit work for the assistance work. The third part is the case study, starting with the analysis and evaluation of goals, effectiveness and shortness of the new round assistance. The following is the analysis of the auditing work, focusing on the audit process, subject, scope and content, methods, problems found, and announcement of audit findings. Afterwards is the defects of the audit process, reports and other issues, such as the audit mechanism is not perfect; lacking efficiency audit; audit power is very limited; audit quality is uneven among auditing bureaus; the utilization of auditing results needs to be improved and so on. The fourth part is the recommendation. The above problems can be solved improving the following parts: expanding the audit team and trying to improve the quality of audit staff; strengthening the cooperation with local auditing offices; improving the audit results announcement system, appropriately increasing disclosure of audit information; paying more attention preparatory work; following three auditing principles; continuing the innovation in auditing procedures and methods.
