The “Belt and Road” is the road of land-sea linkage.The report of the 19 th National Congress of the Communist Party of China puts forward clear requirements for the integrated development of land and sea in the “Belt and Road” initiative.The report states: "We should pursue the Belt and Road Initiative as a priority,give equal emphasis to‘bringing in' and ‘going global',follow the principle of achieving shared growth through discussion and collaboration,and increase openness and cooperation in building innovation capacity." The trade corridor is an important carrier of land and sea economic development,and it is also a meridian framework that interconnects and interconnects across regions.We should promote vigorously the joint development of the “One Belt,One Road” land-sea trade corridor,and focus on the balanced development of land and sea between China and the countries along the route.It attaches importance to both the construction of land and sea interconnected infrastructure and the interaction between the two.It helps to further improve the efficiency of land and sea transportation networks,building a “fast track” for cross-regional economic and trade cooperation along the “Belt and Road”,and achieve complementary and mutually beneficial advantages for the countries along the “Belt and Road”.Therefore,the joint development of the land-sea trade corridor is an important part of the “Belt and Road” land-sea cooperation.Since the "Belt and Road" initiative was launched in 2013,President Xi Jinping and Premier Li Keqiang have visited and inspected Piraeus Port in Greece,Colombo Port in Sri Lanka,and so on.They spoke on the important role of these ports,fully affirming the crucial role of these "Belt and Road" hub transport nodes in building a global trade network and promoting the development of the world economy.In the past two “Belt and Road” International Cooperation Summit Forums,China and the countries along the route reached cooperation intentions on the construction and development of multiple land and sea trade corridors.In the large-scale achievement exhibition celebrating the 70 th anniversary of the founding of the People's Republic of China in 2019,the pictures of the “Belt and Road” land-sea trade corridor were also displayed.All of the above shows that the joint development of the “Belt and Road” land and sea trade corridor has key national significance and strategic value to the world and China.In view of the practical significance of the joint development of the “Belt and Road”land-sea trade corridor,it is of great academic value to carry out theoretical and empirical research on it.At present,related research is extremely scarce.The article takes the “Belt and Road” land-sea trade corridor as the research object,and uses Marxist ocean view,international trade theory,land-sea economic linkage,regional economic integration and other related theories as guidance.It also draws on the research results of domestic and foreign scholars,and then defines the connotation,characteristics,specific content and mechanism of the land-sea trade corridors.Based on these,the paper uses the coupling coordination model and GML index model to evaluate the degree of coupling coordination and linkage efficiency of the “Belt and Road” land-sea trade corridor from 2007 to 2018.Since then,this article takes Fujian Province's "Silk Road Shipping" as a case study to analyze the effects of the joint development of the land-sea trade corridor in the actual operation process.The paper also uses the gray prediction model to predict the development prospects and evolution trends of the land and sea trade corridors of the countries along the“Belt and Road”,and thus puts forward the overall ideas,functional layout,implementation paths and safeguards.After a series of theoretical and empirical analysis,the article's conclusions follow.First,from the perspective of coupling and coordination,in terms of land,sea and land-sea interaction,from 2007 to 2018,the coordination and coordination of trade corridors have been obtained significant improvement both in the countries along the “Belt and Road” and the provinces along the “Belt and Road”.This shows that the “Belt and Road” initiative makes the joint development of land and sea trade corridors more balanced and coordinated.Second,from the perspective of the efficiency of land-sea trade corridor linkages,on one hand,although it shows inefficiency along the “Belt and Road” countries during 2007-2018,the changing of the efficiency in recent years reflects a rising trend of fluctuations.This demonstrates that the "Belt and Road" initiative has obviously promoted the joint development of the land and sea trade corridors of the countries along the route.On the other hand,the efficiency of the joint development of the land and sea trade corridors of the provinces along the “Belt and Road” has experienced a period of growth,a period of volatility,and then returned to a period of growth.The efficiency of land-sea trade corridor linkage in the nine provinces in 2018 is much higher than in 2007,and the land-sea trade corridor linkage is becoming more efficient.Combining the above conclusions,this article puts forward targeted policy recommendations.The paper points out that the overall idea for the future development of the joint development of the “Belt and Road” land and sea trade corridors should be: to follow the multi-level and multi-angle adjustment of the development pattern,expand the pilot and demonstration of confluence,build a new strategic pivot and open platform,and explore the "China Plan" of economic globalization.At the same time,the functional layout of the “Belt and Road” land-sea trade corridor should be developed around the port to further strengthen its linkage development.
