Resource Dependence And Poverty Reduction Effect In Resource-based Cities

Under the rigid constraints of ecological resources,the economic development mode with resource exploitation and environment sacrifice as the main mode is doomed to be unable to maintain for a long time.Promoting industrial transformation and getting rid of resource dependence are the necessary ways for resource-based cities to achieve sustainable growth and poverty reduction."Resource-based city" has been accompanied by the emergence of various diseases,such as resource depletion,environmental damage,economic recession,high unemployment rate,poverty and so on,which has aroused great concern from all walks of life.With the acceleration of China's opening to the outside world,non resource-based cities actively integrate into the world's industrial chain,obtain rich market dividends and develop rapidly.However,resource-based cities,which are deeply shackled by the system,slow market transformation and resource depletion,are always in an underdeveloped state,and gradually present various development and poverty dilemmas.Especially in the critical transition period from unbalanced development to comprehensive and coordinated development in China,it is urgent to accelerate the transformation of resource-based cities and get rid of poverty.Therefore,it is of great significance to study the development status and poverty dilemma of resourcebased cities,and explore the theoretical relationship between resource dependence and poverty reduction of resource-based cities as well as the industrial transmission path.The main contents of this paper are as follows:(1)literature review,systematic review of the development of resource-based cities,resource dependence and economic growth,poverty and other related theories and research,found that the focus of research on resource curse hypothesis is changing from ordinary growth to poverty.(2)The establishment of theoretical framework,based on the analysis of self-reliance mechanism of resource dependence,explored the research of resource dependence At the same time,from the two aspects of poverty growth elasticity and inclusive growth efficiency,this paper puts forward the empirical strategy to test the poverty reduction effect mechanism.(3)Based on the research of current situation and facts,this paper analyzes the system characteristics,stage characteristics and development of China's resource-based cities.Based on the idea of resource decoupling,this paper reclassifies resource-based cities,discusses the resource dependence characteristics and development level of various cities,further analyzes the development situation of typical representative cities of various cities,and summarizes the poverty problems of resource-based cities in China.(4)Poverty impact test,through comparative analysis with non resource-based cities,using quasi experiment The model tests the impact of resource dependence on the growth and poverty of resource-based cities,and preliminarily empirically studies the impact of resource dependence on the poverty reduction effect.(5)Empirical study of poverty reduction mechanism: on one hand,from the perspective of poverty growth elasticity,build a model with cross terms,empirically analyze the impact of resource dependence on the poverty reduction effect and verify its industrial transmission path;on the other hand,from the perspective of inclusive growth efficiency,use the improved dual model The curve distance function model measures and compares the inclusive growth efficiency of resource-based cities,and further empirically analyzes the impact of resource dependence on poverty reduction.This paper obtains the following main points:(1)the development of China's resource-based cities is deeply affected by historical and institutional factors,which is also one of the main reasons for the current development dilemma of resource-based cities.It is a long-term plan for every resource-based city to make use of the existing resource dividend and the current national policy preference,tap the potential of urban industry,gradually reduce the dependence on resources,smoothly and stably complete the economic transformation,and finally achieve urban regeneration.(2)The essence of the complete transformation of resource-based cities is to get rid of the dependence on local resources.The increase in the intensity of resource dependence will significantly increase the volatility of economic growth,reduce the ability of the economy to resist external risks,and hinder urban transformation.In the process of transformation of resource-based cities,we should pay attention to the development of manufacturing industry,gradually realize the decoupling of resources by using the interactive relationship between resource exploitation and manufacturing development,and integrate into regional economic cooperation and competition with manufacturing capacity and service providing capacity rather than relying solely on resource output capacity.(3)Resource based cities are facing more serious poverty problems than non resource based cities.Resource dependence not only hinders the improvement of poverty growth elasticity,but also inhibits the improvement of inclusive growth efficiency by reducing industrial labor intensity,curbing industrial diversification and increasing the proportion of industrial nationalization,which has a significant negative impact on the effect of growth and poverty reduction.The innovations of this paper are as follows:(1)from the perspective of resource dependence,it realizes the re classification and resource decoupling analysis of China's resource-based cities,and systematically analyzes the institutional characteristics,development obstacles and poverty dilemma of domestic resource-based cities from the perspective of historical evolution.(2)Combined with the reality of domestic resourcebased cities,it studies the theoretical mechanism of the impact of resource dependence on poverty reduction.From the perspective of agricultural employment,this paper focuses on the analysis of its industrial transmission path,and further uses the panel data of prefecture level cities to empirically analyze the mechanism of resource dependence affecting poverty reduction from the perspective of growth and poverty reduction effect.(3)It improves the nonparametric estimation method of HDF including unexpected output,constructs the inclusive growth index system from the per capita perspective,and measures and compares the inclusive growth efficiency of different types of resourcebased cities.
