The Exploitation Of Resource Curse And The Research On The Transformation And Development Of Resource-based Cities

In Chinese economic new normal and the supply side structural reform,energy overcapacity has become an important factor hindering the economic development of Resource-based City,which greatly restricted sustainable development of society and economy,the transformation has triggered at any moment.In recent years,many domestic and foreign practice prove that:the advantage of rich resources and did not make the development of resource-based city economy sustained and stable,but is experiencing a "resource curse",even there are many resources of resource exhausted city and economic recession phenomenon.Therefore,from the point of view of "resource curse",it can effectively promote the sustainable development of resource-based cities in China.Huainan as one of the 118 resource type city,annual output of nearly million tons,effectively promote the economic development of our country,but in 2014 the economic growth rate of-0.4%,the first negative growth,Anhui province has become the only a negative growth in the city,and in 20 1 6 20 1 5,slow economic growth,the reason is because the resources exhausted,the imbalance of economic structure,industry level is low,lack of human capital,innovation ability is insufficient,serious damage to the environment,employment difficulties,so in the new economic norm on the production and transformation of resource-based city has become the primary task of Huainan City Economic Sustainable development.This article from the "resource curse" as a starting point and focus on the following aspects:First,it describes the phenomenon of "resource curse" in resource based cities,and describes the transmission mechanism,and then lists the phenomenon of "resource curse".Second,taking Huainan city as an example,introduced Huainan's GDP in the region(GDP),the basic situation of the three industrial structure,the output of raw coal and electricity,Huainan city in the economic structure,resources,environment,social security,science and technology innovation ability encounter "resource curse" phenomenon.Third:the effect of establishing evaluation index system of transformation of Resource-based City,first select the research index,then the selection index calculation method to determine the index,then determine the research sample,through the statistical yearbook data,using linear regression analysis method to establish the regression equation,using the research path analysis of structural equation model,finally puts forward the research hypothesis of structural equation model.Fourth:An empirical analysis on the effect of transformation of Resource-based City,based on the data of Huainan city in 2006-2015 standardization,determine the transformation of resource-based city effect evaluation model,to determine the main composition and correlation analysis of effect of economic growth and the transformation of the resource type city to establish the linear regression equation.Fifth:according to the problems of Huainan crack "resource curse" the road of development,proposed the development of resource-based city transformation policy recommendations from the government,market,enterprise,is of great significance to the sustainable development of Huainan,and the transformation of development of China's resource-based city to provide reference.
