Definition concerning about industry cluster initialed in 1990 s.Transformation and upgrading of industry cluster it is the explanation of national competitive advantages,regional growth pole and organizational innovation efficiency,also it is the reflection of inner evolution and outer synergistic.The mechanism and path of industry cluster transformation and upgrading draws great attentions from decision makers,policy makers and scholars in different countries.Issues concerning about industry cluster have characters of interdisciplinary.Industrial economics,spatial economics,administration management and public management has different perspective,theories and methodology in analyzing industry cluster.Alone with the extension of economics,traditional economics schools such as neoclassical economics could not explain the “excess profits” brought by culture,institutional environment and government intervention.Spatial economics' spillover factors,evolutionary economics' heterogenicity and multiple-participant offer new paradigm to industry cluster's research.In this way,this paper explores transformation and upgrading of industry cluster in Beijing,Tianjin and Hebei through the framework which combines spatial economics,evolutionary economics,administration management and public management.Beijing,Tianjin and Hebei are in the forward position of China in terms of industry cluster transformation and upgrading.To describe the situation of industry clusters in such area,this paper analysis these industry clusters in a dynamics scope which includes the degree of agglomeration,life cycle of industry evolution,total factor productions as well as scale economics effect.Besides,this paper summarizes the key factors of industry transformation and upgrading by typical cases and construct the research framework by those factors.With the process of empirical studies,this paper firstly explores the externalities and homogeneous clusters in neighboring regions' effect on industry clusters' development(Outward factors).Then the author uses innovation ability as the key indicator of industry upgrading and tests the regional factor's influence with the application of structural equation model.This dissertation examines the institutional environment and openness' s moderating effects in terms of industry clusters and innovation efficiency.Meanwhile,regional innovation efficiency's contribution to industry cluster's transformation and upgrading is also tested.With the ideology of combination of spatial economics and evolutionary economics,this paper explores multiple-participant's influence on industry cluster transformation and upgrading in Beijing,Tianjin and Hebei.Firstly,by constructing the evolutionary game model of industry-university collaboration and summarizing the factors which would affect the distribution of equilibrium point,this paper finds government could push the equilibrium point to collaboration through many channels.Besides,through the approach of fuzz-set qualitative analysis(Fs-QCA),This paper examines multiple-participants' innovation's effect on innovation regional efficiency and finds the path of industry cluster' upgrading and transformation in regard of the specific situation of Beijing,Tianjin and Hebei.The traditional manufacturing industry clusters in Beijing,Tianjin and Hebei have the characters of self-organizing and hysteresis quality of regional collaboration.In this way,the foremost paths include the adaptive transformation,developing related industries,combining different industries as well as raising the endowment of factors.Meanwhile,activating start-up culture and entrepreneurship,improving fundamental facilitates are also the necessary approaches.These approaches would contribute to adaptive innovation.As to the high-tech industry clusters,participating to the global division,improving institutional environment,encouraging self-dependent innovation and promoting multiple-participants' innovation are the main suggestions.Besides,government should promote radical innovation through industry policy,venture capital in case to raise high-tech clusters' position in global value chain and gain national competitive advantages.
