Research On The Local Government Behavior In The Transformation And Upgrading Of Industry In Bayannur

The “13th Five-Year Plan” period is a crucial stage for industrial transformation and upgrading.Bayannur was originally an agricultural city,but since the founding of New China,especially since the reform and opening up,the industrial economy has made great progress.Now,Bayannur has become an industrial city.Under the background of tightening constraints on resources and environment,and increasing downward pressure on economy,extensive industrial development methods are difficult to sustain.Industrial transformation and upgrading has become an inevitable choice.This paper takes Bayannur as an example,integrates the knowledge of public administration and economics,summarizes relevant research results and theories of domestic and foreign scholars,and defines related concepts.The literature research method,qualitative analysis method,statistical analysis method and the field investigation method were used for analysis.Based on the normative analysis of government actions in the industrial transformation and upgrading,this article summarizes the current government actions and achievements in the industrial transformation and upgrading of Bayannur,and pointing out the problems existing ingovernment actions,mainly about: insufficient planning effect,inadequate implementation of policies,low efficiency of factor supply and economic monitoring,lacking of supervision,low service level.The main reasons for the problems are:backward understanding of ideas,backward government functions,lacking of post-policy assessment,and government performance evaluation mechanism.Combining the analysis of the foregoing and the successful experiences of other cities in the country,we put forward suggestions to optimize the behavior of Bayannur.The main points are: to change the development concept and thinking,to formulate a scientific plan and optimize the layout,to strengthen the leading role of standards and improve the assessment of policy implementation,to strengthen factors supply capacity and the supervision of the industry,to accelerate the transformation of government functions and to improve service levels,and to establish a government performance appraisal system.
