Research On The Tourism Development Of Qiang Villages In The Upper Reaches Of The Minjiang River Under The Process Of Rural Revitalization Strategy

By 2020,on the one hand,the historic task of poverty alleviation in the rural areas nationwide has been completed in China,achieving a moderately prosperous society in all respects;On the other hand,the socialism with Chinese characteristics has entered a new historical stage from moderately prosperous society in all respects to socialist modernization.Moreover,the rural revitalization strategy will enter the stage of comprehensive advancement as the overall strategy of the work related to agriculture,rural areas and farmers in the new era.Therefore,rural revitalization has become the historical background and overall strategy for the next development of rural areas from grassroots party building to economic and industrial development,and then to cultural construction,ecological protection and rural governance,etc.,which is of important guiding significance for the next development of tourism in ethnic minority areas.It is well known that the Qiang area in the upper reaches of the Minjiang River shows a prominent position in terms of ecological conservation and cultural inheritance.But at the same time,it is in face of multiple dilemmas,such as frequent natural disasters and relatively lagging economic and social development and so on.Under the process of rural revitalization strategy,the development of village tourism has involved the complex issue in terms of economy,culture,ecology and grassroots governance,etc.,rather than only involving the industrial development issue.Therefore,the development of village tourism in Qiang area is of important significance for promoting the adjustment of rural industrial structure in the context of hard constraints on resource and environment,expanding the channels for farmers to increase their incomes in the context of economic development entering a new normal and cultivating new consumption growth points in the context of dual-cycle economic development pattern.In this paper,it is guided by General Secretary Xi Jinping's thoughts on socialism with Chinese characteristics in the new era and the party and government resolutions,plans and policies on rural revitalization to analyze the research background and significance of ethnic village tourism with the procedure of “theoretical research-sample analysis-case field” according to the thought train of “background research-literature research-field research-consultation and communication-key breakthroughs” by adopting the theories of relevant disciplines,such as ethnology,economics,tourism and sociology,etc.,and comprehensively adopting the literature research method,comparative analysis method and multi-disciplinary research method,etc.On the one hand,systematically sort out relevant literature,focus on the core propositions of research on ethnic village tourism and clarify the research content and ideas,thus providing the basis for data sources,case selection and research process;On the other hand,sort out relevant guiding thought and theories to analyze the internal relationship between the rural revitalization and the development of ethnic village tourism,thus laying a theoretical foundation for follow-up research.The main research contents are as follows:Firstly,the Qiang area in the upper reaches of the Minjiang River was selected as the research object to analyze its economic,social and cultural development characteristics and the implementation of rural revitalization,so as to comprehensively outline the history and current situation of the development of its village tourism;Secondly,comprehensively utilized existing research results,government policies and field survey data to construct the tourism development evaluation system for Qiang villages in the upper reaches of the Minjiang River from the five aspects: industry,ecology,culture,grassroots governance and income.And took Laoren Village,Taoping village and Pingtou Village as the typical cases to analyze the contribution of tourism development to rural revitalization and the problems by combining qualitative and quantitative methods;Thirdly,systematically summarized the effects of village tourism development in industrial integration,villagers' income increase,ecological construction,cultural heritage and protection and grassroots party building,etc.,thus generating village tourism development experience with developmen characteristics of ethnic areas;Fourth,regarded the problems exposed in the tourism development of the Qiang villages in the upper reaches of the Minjiang River as a logical starting point to analyze their actual challenges of industrial structure,industrial organization,management mechanism and infrastructure construction,and find its constraints in terms of manpower,land,capital,management,grassroots organization and natural disasters and so on;Finally,included the property rights system,land reform,villager organization and grassroots governance into the analysis framework of village tourism development,thus exploring the scientific path for the high-quality development of ethnic village tourism in the process of rural revitalization strategy.The research conclusions are as follows: 1.The rural revitalization strategy shall be taken as important era background and general guiding strategy for the village tourism development of the Qiang area in the upper reaches of the Minjiang River and all ethnic areas.Against such background,the development of village tourism should and can meet the requirements of rural revitalization strategy in terms of rural politics,rural economy,rural culture,rural ecology and village governance;2.In the initial stage of implementing rural revitalization strategy,the Qiang area in the upper reaches of the Minjiang River has continuously suffered severe natural disasters,but the village tourism industry has still achieved gratifying results in restoration,development and upgrading.In this paper,the research on regional macro-contribution of tourism development in the the Qiang villages in the upper reaches of the Minjiang River and the micro-contribution of tourism development in case villages shows that village tourism is one of the feasible ways to promote the rural revitalization of Qiang area in the upper reaches of the Minjiang River;3.In the process of rural revitalization strategy,a new concept of resource utilization and industry benefit shall be established for the development of village tourism;4.Industrial integration is the main method to promote the benign development of tourism in Qiang villages in the upper reaches of the Minjiang River and the revitalization of rural industries;5.Build a diversified participation pattern of labor,operation and capital,in which it is an important new task and a policy guarantee for consolidating the moderately prosperous society in all respects and promoting the integration and revitalization of rural industries to implement and utilize the important policies related to land right confirmation and “separating rural land ownership rights,contract rights and management rights”,to explore diversified land transfer and ensure the capitalization of villagers to participate in tourism industry and income right;6.It is an important way to build a good order of village tourism to strengthen the village-level grassroots party building,explore the new form of collective economy of village tourism,ensure the principal position of villagers,accelerate the modernization of rural social governance,improve the socialist villager autonomy,and encourage villagers to participate in the rural revitalization and the development of tourism industry.
