Study On The Evaluation Of Low - Carbon Economy Development Level In The Upper Reaches Of The Yangtze River

Since the beginning of the industrial revolution, accompanied by the use of fossil energy, carbon dioxide and other greenhouse gases into the atmosphere, causes of global warming, glaciers to significant ablation as well as a variety of abnormal climate events occur frequently, brought to the development of human society seriously affected. The development of low-carbon economy has become the general consensus of the world. After reform and opening up 30 years of rapid development, traditional extensive economic unsustainable,change the mode of economic growth, promote the industrial structure to a low-carbon direction of evolution is the only way for China’s economic development.The upper reaches of the Yangtze River in China’s western source area, the ecological environment is relatively fragile. Ecological and environmental protection as an important ecological barrier in China’s western region, protection of the ecological environment is very important to the middle and lower reaches of the Yangtze River and China’s eastern and central regions. While the upper reaches of the Yangtze River still in the early stages of industrialization, also facing the conflict of ecological environmental protection and economic development. Thus, in-depth study of the internal mechanism of the regional low-carbon economic development, build a regional low-carbon economic development level evaluation index system to assess the level of low-carbon economic development of the upper reaches of the Yangtze River, and explore the low-carbon economic development potential of upper reaches of the Yangtze River, has a practical significance.In this paper, by estimating the 2001-2010 regional carbon emissions, horizontal comparison of the carbon emissions status quo of the upper reaches of the Yangtze River and the Yangtze River Delta, Pearl River Delta, the Bohai Sea region; and in accordance with the theory of the regional low-carbon economic development, building carbon emissions and economic growth decoupling model, longitudinal analysis of the upper reaches of the Yangtze River region’s economic growth on the environment caused by the pressure. Finally, construction of low-carbon economic development level evaluatfon index system from the four aspects of "low-carbon output", "low-carbon energy", "carbon sinks" and "low-carbon technology" based on the content of low-carbon economy, and according to the index system, using of principal component analysis, comprehensive evaluation of a low-carbon economic development level of the upper reaches of the Yangtze River, dig the advantages and disadvantages of the development of low-carbon economy in the upper reaches of the Yangtze River. The results show that the upper reaches of the Yangtze River region has a higher carbon emissions per unit of GDP, but rapid progress in energy saving and emission reduction for a long time, the pressure of the economic growth on the environment is overall slowdown. Its low-carbon economy development level is low and the level of development of low-carbon economy in the region is different. Major impact in the upper reaches of the Yangtze River’s low-carbon economic development include economic development strong dependence on energy, less investment in scientific research and environmental technology behind. The advantage of the development of low-carbon economy is rich in ecological resources, great potential for carbon sequestration. Whereby, this paper propose corresponding countermeasures and suggestions.
