China's high-speed railway “going out” has a good momentum of development,especially under the background “One Belt and One Road” policy.Human resources are the first resources,and talents are the most fundamental support and guarantee for China's high-speed railway "going out".Based on a systematic analysis of the development status,personnel composition,and management methods of high-speed railway going abroad for construction companies,this study selected the human resources strategy which is crucial to the development of the international market as the research focus,aiming at optimizing the international market talents for construction companies.This paper mainly focuses on “competence and knowledge management”,and focuses on the key competency qualities required by international market project personnel,the importance of different levels of competency,and the level and impact of internationalized talent knowledge management,the linkage between human resources and knowledge,and the human resource management strategies based on competency and knowledge management.It aims to improve talent management strategies such as talent strategy planning,talent recruitment and deployment,talent training and development,performance management,compensation and benefits management,and employee relationship management for talents in the construction market for international talents in the construction industry with the help of the competency quality theory and knowledge management theory.The module will enrich relevant contents of talent management in existing construction companies in order to provide accurate analysis,scientific support,and practical reference for talent support in Chinese construction companies in a fierce international market.Competency is a potential,unobtrusive and in-depth feature possessed by individual,which can effectively distinguish the individual characteristics of those with excellent performance and those with general performance.Nowadays,overseas projects of construction enterprises put forward higher requirements on comprehensive ability of talents for selecting,appointing,cultivating and motivating talents,which plays a crucial role in project implementation.In order to improve the abilities and qualities of overseas talents,this paper conducted interviews with key performance events on employees with excellent performance and those with general performance.Through the establishment of behavior scale,questionnaire survey,statistical test and analysis,Meta-dimensional dimension,and others-oriented dimension three dimensions of overseas talent competency model and conducted a difference analysis and test on the importance of different job-level competencies and qualities.In order to adapt to the overseas competition environment,in addition to the ability and competence of international talents,effective acquisition of new knowledge,flexible application of knowledge and innovation of knowledge should also be achieved.Therefore,on the basis of existing researches and based on the characteristics of overseas markets,this paper constructs the knowledge management level of overseas talents with China's high-speed railway “going out" and the hypothesis model that knowledge is the influencing factor of the management level,and puts forward the relationship between the knowledge management level and various influencing factors.At the same time,structural equation model was adopted to test the hypothesis of the rationality,combining with the results of model validation based on knowledge management level framework,knowledge management of personal influence factors,organizational factors and social environment impact factors Talent knowledge management to enhance the program.It will provide effective theoretical support and practical solutions for the strategy of continuously improving the capability and quality of knowledge-based management by international talents.The ability of individual ability and the level of knowledge are interrelated and dependent on each other,independent ability to enhance or knowledge are not the best way,therefore,this paper explores the relationship between knowledge and ability and make decisions Applied Analysis.Firstly,the decision table is constructed on the basis of the 24 capability elements of the competency model and the three dimensions of the knowledge structure,and then the genetic algorithm is used to reduce the familiarity of the conditions to obtain seven abilities that can better predict knowledge.Finally,the relationship between knowledge and ability based on dependency degree analysis and the possibility of application of decision-making is discussed.In order to make the linkage between capacity and knowledge feasible and give full play to its practical significance to the training of overseas talents,this paper proposes the optimization suggestions and suggestions on human resources management of overseas projects of "going HSR" from the six modules of human resources management basing on the perspectives of competence and knowledge management.The competency model starts from the key behaviors of employees and transforms the key performance of well-performing employees into post competency requirements,which can serve as a reference basis for human resources department's "selecting,employing,educating and retaining people." In the essence of knowledge management,how to fully consider human being's source of knowledge and key carrier's attributes on the basis of existing human resource management is taken into account the peculiar attributes of knowledge workers relative to ordinary employees.From the perspective of competency and knowledge management,it provides new ideas for overseas human resources management.
