Research On The Impact Of Government Environmental Regulation To Green Innovation

Since the founding of New China,our country has gained rapid achievement in economy.However,with the advancement of industrialization and rapid economic development,China’s environmental problems are becoming more and more serious.Green innovation,as an important way for China’s ecological civilization construction and high-quality development,and is conducive to the transformation of production development mode.Environmental regulation is a key way for the government to control the environment.Based on the current environmental pollution problem and the realization of the "dual carbon" goal,the establishment of environmental regulation has an important impact on promoting green innovation.Therefore,this paper explores the effect and mechanism of government environmental governance on green innovation,and finally puts forward countermeasures and suggestions.This paper focuses on the impact of government environmental regulation on green innovation.First of all,sorting out the literature on environmental regulation and green innovation concept,environmental regulation intensity,environmental regulation tools,green economic efficiency,green innovation behavior are sorted out to provide experience for the writing of the article.Secondly,the relevant theories of environmental regulation are reviewed to provide theoretical basis and guidance for subsequent research.Thirdly,by sorting out the development history of environmental regulation,we can not only understand the historical stage characteristics of China’s environmental regulation system,but also clearly know the important role of current environmental regulation in China’s ecological civilization construction and promoting high-quality development.And we also focus on the analysis of the effect of environmental regulation implementation,more intuitive display of China’s environmental governance in the process of achievements.Fourthly,based on the above basis,we propose and verify that environmental regulation has two effects on green innovation: "cost compliance" and "innovation compensation",and further find out the intermediary mechanism behind it.In addition,according to the spatial heterogeneity,we analyze the impact of environmental regulation on green innovation in different spatial dimensions and different operating mechanisms.Finally,based on the above analysis and our main tasks and strategic objectives in the new stage,we raise some countermeasures and suggestions.The results show that: first,the driving effect of environmental regulation on green innovation efficiency increases before 2012,and then decreases in an inverted u-shaped time distribution.Moreover,the compliance cost effect of environmental regulation on green innovation efficiency is smaller than the innovation compensation effect,making the comprehensive effect of environmental regulation positive,that is,"Porter hypothesis" has been verified in this sample.Second,in the analysis of the mechanism of action,the industrial upgrading has a linear relationship,the stronger the environmental regulation,the stronger the industrial upgrading.The increase of comprehensive R&D expenditure contributes to the increase of the number of green innovation patents,indicating that with the increase of R&D investment,the impact of green innovation will have a positive mutation,and the more capital investment,the more green innovation will be generated.When the intensity of environmental regulation is low,the "pollution paradise" hypothesis is established.Two-way FDI will indeed cause the concentration of pollution-intensive enterprises and significantly reduce the effect of green innovation.Thirdly,with the increase of r&d subsidy,the cost-based environmental regulation will reduce the green innovation effect,while the command-based environmental regulation will enhance the green innovation effect.With the increase of low-carbon subsidy,the green innovation effect of command-based environmental regulation is strengthened.Secondly,regional heterogeneity analysis.In terms of government legal support,the stronger the government’s intellectual property protection,the stronger the protection of producers’ rights and interests,the greater the impact of environmental regulation intensity on green innovation,the more significant the moderating effect.Command-type environmental regulation has a certain degree of compulsion,the government can not actively stimulate enterprises to innovate by protecting property rights and producers’ rights.The protection of intellectual property rights and producers’ rights and interests can not promote the green innovation effect of investment-type environmental regulation to increase.Compared with the existing research,the marginal contribution of this paper mainly lies in(1)in China’s high-quality development stage,we should pay attention to green innovation instead of pursuing productivity.However,current scholars only focus on the "compliance cost effect" or "innovation compensation effect" of green effect in the implementation of environmental regulation policies,which is obviously biased.Therefore,this paper considers the compliance cost effect and innovation compensation effect of environmental regulation at the same time,decomposes the effect degree,and obtains the comprehensive effect of environmental regulation,which provides a new perspective for understanding the effect characteristics of environmental regulation on green innovation.At the same time,(2)the temporal and spatial characteristics of the bilateral effect of environmental regulation on green innovation efficiency and its variation law are analyzed,which makes up for the deficiency of existing literature.(3)From the perspectives of government economic support,government legal support,industrial structure optimization,technological innovation investment,two-way FDI and other mechanisms,the paper reveals the transmission mechanism of environmental regulation’s impact on green innovation,and fills in the relevant theories between the two.(4)From the perspective of spatial heterogeneity,the differences between different regional mediating and regulating mechanisms are analyzed,which further fills in the impact of environmental regulation on green innovation from the perspective of spatial heterogeneity.By analyzing the heterogeneity of environmental regulation on green innovation,we can have a good understanding of the transmission mechanism between regions and find out the problems existing in each region in this process,and then put forward targeted suggestions to provide a basis for realizing high-quality development and ecological civilization construction.
