Since the reform and opening up,China's economic development has achieved worldrenowned achievements.At the same time,extensive development methods and industrial models have also had an unprecedented impact on China's ecological environment.The environmental regulations are emerging as the problem of comprehensive management of environmental imminently.As our country enters the new normal of economic development,we must pay more attention to the quality of development while maintaining rapid economic growth.And the improvement of the quality of economic development requires an industrial development model which can matches it.In the context of environmental protection issues and improving the quality of economic development as the two major problems of sustainable economic and social development in China at this stage,the transformation and upgrading of industries is a key factor in achieving a "win-win" environment protection and high-quality economic development.Therefore,will the emergence of environmental regulations have an impact on industrial transformation and upgrading? What impact does it have? How is this effect transmitted? This article will focus on the reasonable explanation and the research on these issues,which is of great significance for the government to formulate reasonable environmental policies and industrial plans and to transform the economic and social development mode during the transition period.The related research on industrial transformation and upgrading of environmental regulation is relatively extensive.The main research can be divided into the following categories: the first category is the study of various paths and mechanisms of industrial transformation and upgrading of environmental regulation;the second category is the use of different environmental regulation tools to research the impact of industrial transformation and upgrading;the third category is the study of the impact of environmental regulations on different industries.At the same time,the research on the factors related to regional heterogeneity is also run through in the three categories of research.The content of this article belongs to the first type of research.Based on the relevant theories of environmental regulation and industrial transformation and upgrading,this paper analyzes the impact mechanism of environmental regulation on industrial transformation and upgrading.The direct impact mainly discusses the barrier effect,elimination effect and incubation effect of environmental regulation on industrial transformation and upgrading.Indirect impact discusses the transmission mechanism of environmental regulation through technological innovation,green investment,energy consumption institutions and other path effects and industrial transformation and upgrading.This paper uses 2000-2018 inter-provincial panel data in China to test the various impact mechanisms of environmental regulations on industrial transformation and upgrading by constructing a mediation effect model.The conclusions of the study are as follows: From a national perspective,environmental regulation can promote industrial transformation and upgrading,and technological innovation has a full intermediary effect in the impact of environmental regulation on industrial transformation and upgrading.Although there is no intermediary effect in green investment and energy consumption structure,while it is conducive to industrial transformation and upgrading by self.From the perspective of different regions: Environmental regulations in the eastern region can promote industrial transformation and upgrading.And technological innovation,green investment,and energy consumption structure have obvious mediating effects on industrial transformation and upgrading.Environmental regulation also promotes industrial transformation and upgrading in the central region.Technological innovation has a mediation effect.Green investment and the energy consumption structure have no significant mediation effect.But the western region is different from the eastern and central regions.The impact of environmental regulations on industrial transformation and upgrading in the western region is not significant due to its special economic development mode and policy environment.Finally,combined with the impact mechanism and empirical results of environmental regulation on industrial transformation and upgrading,we propose targeted policy recommendations from the perspectives of environmental regulation,industrial development,technological innovation,social investment,and energy consumption.During this period,environmental regulation can effectively promote the transformation and upgrading of the industry.
