During the 13 th five-year Plan period,the Ministry of Ecological Environment put forward the plan of zero waste city,and“11 + 5”cities and regions have been selected as the first pilot cities to carry out the practice in 2018.With the deepening of the pilot work,which involves the city management,resource allocation,pollution control and public acceptance of work.In addition,different subjects have different cognition and demands for the construction of zero waste city,thus deriving multi-party conflicts and game problems under the background of zero waste city construction.Particularly,for some pilot cities with traditional industries as the economic pillar,the low-carbon transformation strategy of the pillar industries will be affected by various factors,and will play an important role in the construction of zero waste cities.Therefore,the question that how to resolve the contradiction among multiple subjects such as the enterprises,the government,the public in urban construction and economic development has become a key issue to promote the transformation of traditional industries to meet the requirements of the development of zero waste cities.Through literature review,it is found that current studies on the relationship between the construction of zero waste cities and the low-carbon transformation of traditional industries are not deep enough.Most of them focus on theoretical and practical analysis of zero waste cities,and the studies on the conflict sorting and coordination between the construction of zero waste cities and the traditional industrial production mode are not deep enough.The perception analysis and mechanism research of the influencing factors of low-carbon transformation of traditional industries under the background of zero waste city construction are not sufficient,and the leading subject and cooperation mode in the transformation are not clarified.In order to comprehensively promote the construction of zero waste city and balanced development of traditional industries,and coordinate the interest demands among the core subjects.The research analyzes equilibrium state through evolutionary game analysis and constructs multi-party cooperation model to realize comprehensive urban benefits,which is an important topic of sustainable urbanization development in China in the future.Specifically,the study is carried out from the following aspects:Firstly,based on the theories of resource economy,industrial ecology and sustainable development,the paper combs the interactive influence relationship between the goal of zero waste city construction and the traditional industrial pollution discharge,the co-integration model is used to calculate and analyze the related indexes of the first batch of pilot zero waste cities,that the close correlation between the ecological transformation of traditional industry and the development of zero waste cities is determined by quantitative research.Secondly,it is clarified that the low-carbon transformation of traditional industries in the context of the construction of zero waste cities involves the three parties of administration,production supply and resource consumption and their interests.On this basis,the dynamic game model of three parties was constructed using evolutionary game theory and the study of evolutionary stable strategies and the calculation of replicated dynamic equations were carried out to find the equilibrium point and the set of stable strategies of the three-party game.Thirdly,Based on the stable strategy from the evolutionary game model,structural equation modeling(SEM)is applied to analyze the factors influencing the collaboration strategies of multiple subjects in the low-carbon transformation of traditional industries in the context of zero waste city construction.According to the result of test,the selection and implementation of tripartite collaboration strategies and content are analyzed.Liuzhou city and Liuzhou Iron and Steel Group Co,.Ltd have been chosen as the empirical case for study.And the models and conclusions proposed in this paper were contrast and verified.Finally,relevant countermeasures and suggestions were proposed in conjunction with the research results.The main conclusions of this paper are as follows:(1)The result of the study show that the dialectical relationship between the construction of zero waste cities and the low-carbon transformation of traditional industries.According to dynamic econometric pathway to analyze the social and economic relationship between the construction of zero waste cities and the low-carbon transformation of traditional industry.It is found that he economic level of zero waste cities is positively correlated with the waste control level of zero waste cities.The economic level of zero waste cities is negatively correlated with the industrial waste pollution level of zero waste cities.There is a long-term dynamic equilibrium relationship between the waste control level of zero waste cities and the industrial waste pollution of zero waste cities.(2)Under the background of zero waste city construction,the set of evolutionary game equilibrium and stability strategies of stakeholders in the low-carbon transformation of traditional industry is specifically embodied by the tripartite cooperation,calculating by ESS model and RD equation,the result show stakeholders should adopt cooperative strategies to achieve the Pareto optimal state with the best comprehensive benefits,rather than the Nash equilibrium in which unilateral subjects pursue the maximization of individual benefits.(3)Revealing the influencing factors and mechanism of the tripartite cooperation strategy among administrative,the production and supply,and the resource consumption in the low-carbon transformation of the traditional industry under the background of zero waste city construction.Through questionnaire design and scale observation,the structural equation model is established to analyze the data.It is found that willingness of enterprises to participate,cost perception and social identity perception will promote enterprises to actively implement ecological transformation strategy,and the government intervention perception will play a significant positive role in adjusting the corporate social identity perception,executive will and participation will.This indicates that the cooperation of the three parties can effectively promote the construction of zero waste cities and the low-carbon transformation of traditional industries.The research contents and conclusions of this paper are applicable to the construction and management of zero waste cities which their economic are supported by traditional industries.The innovation of this paper is mainly reflected in:(1)By introducing the theory of urban circular economy and following the method of dynamic measurement,this paper innovatively analyzes the influence of the construction of zeor waste cities on the low-carbon transformation of traditional industries,which is theoretically innovative and complementary to the relevant research of a zero waste city.At the same time,it will broaden the research dimension for the strong link between sustainable cities and industrial low-carbon transformation in the future.(2)By adding the trial-and-error theory of biological evolution,and constructing an evolutionary game model of the traditional industrial low-carbon transformation under the background of zero waste city construction.The dynamic equilibrium points are studied by using the replication dynamic equation,and the stability strategy set of the evolutionary game model is obtained.It is an innovation in the application of evolutionary game theory in the research of zero waste cities’ construction and industrial low-carbon transformation.From the perspective of multi-player game,the existing theories of zero waste city construction and industrial low-carbon transformation are enriched.(3)By combining with the public pond theory and the collaborative learning theory,this paper reveals the influencing factors and mechanism of stakeholder collaboration driving the traditional industrial low-carbon transition under the background of zero waste city construction,which promotes the reduction of interest heterogeneity among different stakeholders and the formation of comprehensive interest homogeneity.It is the method innovation of effect test in the research on zero waste city construction and industrial low-carbon transition.
