| The emergence,development and prosperity of the transportation industry are the basic elements of regional socio-economic development.Fast and convenient transportation can speed up the internal economic cycle of the region and improve the external economic cycle of the region,shorten the cycle time of economic elements,improve economic efficiency,and promote the flow of material capital and human capital.The emergence of transportation nodes adjusts the spatial distribution of economic activities in the region,incubates to form a new regional economic growth center,and plays a non-negligible role in regional economic development.The relationship between transportation and regional socio-economic development has attracted the attention of the state and government,Has always been an important topic for scholars.The China-Laos railway cooperation project is an important part of China’s "One Belt and Road Initiative" and an important part of the TransAsian Railway mid-line.It is Laos’ due intention to "turn a land-locked country into a land-union country".This article combines theoretical research methods and empirical research methods,guided by regional economic development theory,point-axis theory,new economic geography theory,stakeholder theory,and game theory,analyzes the socio-economic conditions along the China-Laos railway,and finds out the influence on railway construction Operational stakeholders;through the grey forecast model,verify the potential economic effect of the railway on the area along the line,and analyze the potential socio-political effect of the China-Laos railway,and propose countermeasures to improve the effect of the ChinaLaos railway in response to problems found.The specific framework is: First,based on the socio-economic and cultural development data of the China and Laos sections of the ChinaLaos Railway,analyze the current economic benefits brought about by the construction of the China-Laos Railway,and explore the opportunities and challenges that it may face during its construction.It also extends to the world’s advanced transnational railway construction experience,and proposes suggestions for the government to undertake construction,separate operation from government and enterprise,expand funding channels,and deregulate.Secondly,using stakeholder theory and game theory to clarify the stakeholders that affect the construction of high-speed rail: government agencies,enterprise groups,urban residents,and land-lost residents,and construct a "five forces model" to analyze the game mechanism between various stakeholders.Railway construction can improve the transportation structure,increase regional accessibility,promote the flow of factors,trigger industrial agglomeration and diffusion,and optimize the industrial structure.It can also intensify political exchanges between the two countries and stabilize ethnic relations.Finally,using the gray forecast model,the economic effects of railways are analyzed and calculated from three aspects: spatial connections,industrial structure changes,and employment.To improve the effect of the ChinaLaos railway,we should seize the opportunity of the “Belt and Road”to speed up the construction of railway transportation infrastructure;build a transportation network system to connect the Indochina Peninsula economic and trade circle;take advantage of the natural resources along the line to accelerate the construction of tourism and supporting facilities;cultivate and introduce ideas Combine and enrich the talent team.At the same time,improve the government governance structure,promote the separation of government and enterprise,straighten out property rights,and create a good environment for railway construction and development. |
