| As an indispensable infrastructure for rural social and economic development,the effective governance of farmland irrigation systems is not only the key to enhancing the ability of agriculture to resist risks and ensuring national food security,but also the key to achieving sustainable agricultural development and promoting agricultural and rural modernization.The No.1 document of the Central Committee in 2021 emphasizes the need to strengthen the construction of the rural governance system,strengthen the support of modern agricultural material equipment,implement the supporting and modernization of the irrigation system according to local conditions,and comprehensively promote the governance of the irrigation system.Although the state has taken many measures to manage the farmland irrigation system,there are still problems such as the lack of governance subjects,the single content of governance,and the monotony of governance methods.How to solve the dilemma of farmland irrigation system governance and improve the performance level of farmland irrigation system governance is a practical problem that needs to be solved urgently.As a new type of governance method,collaborative governance emphasizes the pluralism of governance subjects,the systematization of governance content and the combination of governance means,which provides ideas for solving the problem of farmland irrigation system governance.Therefore,on the basis of combing the Theory of Common-pool Resources,Evolutionary Game Theory,Social Ecological System Theory,Systems theory,and synergetics,and based on the enlightenment of collaborative governance from the perspective of multi-dimensional attributes of farmland irrigation system,an analysis framework for collaborative governance of farmland irrigation system in three aspects: "subject-content-means" is constructed.Specifically,through the game analysis of the collaborative subjects of farmland irrigation systems,the synergy analysis of the governance content of farmland irrigation systems,the analysis of influencing factors of collaborative governance of farmland irrigation systems,and the configuration path analysis of collaborative governance of farmland irrigation systems,the following research conclusions are obtained:(1)Identify the main body of collaborative governance of farmland irrigation system,construct a game model between local governments,local governments and enterprises,local governments and farmers,local governments,enterprises and farmers,and seek a balanced solution to the game.The results show that: The strategy of local governments to participate in the governance of farmland irrigation systems is affected by factors such as economic returns,governance costs,the social image of the government,and the constraints of the central government.The strategy of enterprises to participate in the governance of farmland irrigation system is affected by factors such as governance benefits,governance costs,social reputation,and economic incentives.Farmers’ strategies for participating in the governance of farmland irrigation systems are influenced by factors such as governance costs,awareness of the importance of the expected benefits of governance,and economic incentives.By strengthening public opinion and the central government’s supervision of the governance behavior of the local government’s farmland irrigation system,establish a good government image;cultivate a good corporate social reputation,improve corporate social responsibility;and actively publicize and guide farmers to fully understand that the governance of the farmland irrigation system is conducive to the long-term development of agricultural production,and actively promote the formation of a collaborative governance strategy for farmland irrigation systems by the three parties.(2)Based on the idea of system theory and synergetics,the collaborative governance content of farmland irrigation system is divided into five constituent elements: natural water subsystem,water conservancy facility subsystem,water resources development and utilization subsystem,ecological environment subsystem and socio-economic subsystem,and the interaction mechanism of each subsystem is analyzed,and the impact of the interaction of each subsystem on the coordination degree of system governance is analyzed,and finally the model of the synergy of farmland irrigation system governance is constructed for empirical testing.The results show that the synergy of farmland irrigation system governance shows an S-shaped development trend,and the elements of each subsystem are both synergistic and competitive,and the evolution has ups and downs,mutual feedback,and the process is affected by factors such as natural precipitation,investment and maintenance of water conservancy facilities,water environment and resource utilization efficiency,and shows open and non-linear characteristics.The results show that: The synergy of farmland irrigation system governance shows an S-shaped development trend,and the subsystems are both coordinated and competitive,the evolution has ups and downs,mutual feedback,and the process is affected by factors such as natural precipitation,investment and maintenance of water conservancy facilities,water environment and resource utilization efficiency,showing openness and non-linearity.Among them,the natural water resources subsystem is closely related to the synergy of system governance,and the butterfly effect is triggered by the uncertainty of precipitation,resulting in changes in the amount of water supply and water supply of water conservancy facilities,which in turn affects social and economic activities such as production and life,and ultimately causes fluctuations in the synergy of system governance.The contribution of water resources development and utilization and ecological environment subsystem to the overall synergy is outstanding,and its contribution is 20.88%and 19.32% respectively,indicating that water efficiency and water environment are of great significance to promoting the synergy of system governance.(3)Based on the framework of social ecosystem theory(SES),the influencing factors of collaborative governance of farmland irrigation system are summarized into four categories:social capital,social culture,institutional rules,and resource endowments,and the Bayes Probit model and PSM model are used to analyze the influence of the above four factors on the collaborative governance performance of farmland irrigation system.The results show that social capital,social culture,institutional rules and resource endowments have a significant positive impact on the collaborative governance performance of farmland irrigation system.After excluding samples of older adults and using alternative variables,the study remained robust.In addition,among the individual characteristics and family characteristics,the political outlook,education level,agricultural years,and household food income have a significant positive impact on the collaborative governance performance of the farmland irrigation system.In the community attribute,the group size and group homogeneity have a significant positive impact on the collaborative governance performance of the farmland irrigation system.(4)High performance level is the ultimate goal of collaborative governance of farmland irrigation system.In terms of the configuration path of collaborative governance of farmland irrigation system,the QCA method is used to analyze the influence of the combination of four factors of social capital,social culture,institutional rules and resource endowments on the collaborative governance performance of farmland irrigation system,and further explore the path to achieve high performance of collaborative governance of farmland irrigation system.The results show that: Social capital,social culture,institutional rules,and resource endowments cannot alone constitute the necessary conditions for the collaborative governance performance of farmland irrigation systems,and the independent existence of individual factors will not form a high and non-high level collaborative governance performance of farmland irrigation systems.In-depth analysis shows that the governance performance of high-level farmland irrigation system can be summarized into three paths:the driving path of system and social capital under cultural leadership,the driving path of culture and social capital under resource leadership,and the driving path of culture under system leadership.The governance performance of non-high-level farmland irrigation system has two paths: resource-cultural inhibition,resource-system-social capital inhibition.There is an asymmetric relationship between the governance performance path of high and non-high level farmland irrigation system,and the reverse of high performance cannot explain non-high performance.In explaining the high-performance path of collaborative governance of farmland irrigation system,it is found that social trust in social capital has a complementary relationship with social networks,emotional identity and value cognition in social culture have a complementary relationship,incentive systems and constraint systems in institutional rules have an alternative relationship,and social culture and institutional rules have a substitution effect on resource endowments.Finally,the comparison found that the influence of culture and social capital on the high and non-high performance of farmland irrigation system governance is more common. |
